The CEHRIS Business Management Team (BMT) contributes to the execution and successful fulfillment of CEHRIS's mission of modernizing and transforming VA's HR information systems. BMT team members are servant-leaders delivering quality and value-oriented service through agile, proactive business operational strategy, support, vision, and direction.

Duties

Ability to multi-task multiple procurements under development which may require significant coordination and monitoring of established timeframes for each initiative, and maintaining organizational structure to meet established deliverables. Advise on preparation, development, and solicitation documents after completing analysis. Contributes to, and conducts analyses and studies, develops requirements and specifications, and provides for overall project coordination and planning. Assist in the planning, development, implementation, coordination, and evaluation of milestones for acquisitions. Follow guidelines of all applicable laws include United States Code, applicable Public Laws, the Code of Federal Regulations, Federal Acquisition Regulation, Veterans Affairs Acquisition Regulation, and other statutory instruments. Provides budgetary oversight and resource management by analyzing and evaluating volume and cost trends for future budget projections and program direction. Ability to operate as a Contracting Officer's Representative (COR) for major acquisition programs. Ability to craft acquisition artifacts such as Market research and Independent Government Cost Estimates, within-Scope justifications, Justifications and Approvals, Best Value Determinations, and other acquisition documentation as deemed necessary. Utilize methods of contracting and selection factors to plan acquisition strategies to procure complex requirement.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. GS-13 To qualify applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves 1) Experience leading/managing large budget and acquisition programs as a contracting officer's representative (COR). (2) Experience in performing "cradle to grave" acquisition planning and processing to include reviewing contractor proposals, evaluation, vendor selection and monitoring contractor performance. (3) Knowledge of resource management principles and the ability to identify trends for program direction; AND (4) Demonstrate oral and written communication skills to cover a broad range of topics and levels of complexity.

Education

There is no educational substitution for the GS-13 level.
