The primary purpose of this position is to serve as the AFMC Focal Point for Aerospace Maintenance Policy Management within the Maintenance Division, for aircraft, munitions, and equipment maintenance management.
Duties
- Provides aerospace maintenance technical expertise and aircraft management programming to develop MAJCOM 21-101 Aircraft and Equipment Maintenance Management publications for a fleet of over 100 aircraft, consisting of 31 different mission/design/series (MDS) used for research, development, test and evaluation (RDT &E), and flight test support to include test and training munitions/missiles
- Serves as Division Action Officer for all logistics management taskings pertaining to munitions and maintenance management policy issues, recommending changes as necessary to improve and increase the organizational effectiveness and efficiency. Maintains career field (aerospace maintenance) currency on all munitions and maintenance management guidance, and provides programmatic and technical advice to all management levels to accomplish desired mission requirements. Logistics management responsibilities are provided for AFMC munitions/maintenance career fields, including logistics management policy for all Weapon System Management Lead Command/ Command assignments for all aircraft MDS and non-aircraft weapon/munitions systems for sustainment, modernization, and acquisition.
- Coordinates/integrates planning with officials of all concerned functional elements and ensures managers are informed and aware of planning rationale and alternative logistics strategies. Uses considerable persuasion to convince management officials to commit necessary resources to ensure plans are successfully fulfilled.
- Serves as quality advisor and facilitator for Maintenance Division strategic, contingency and logistics planning to establish/accomplish organizational goals and objectives. Leads development of Program Action Directive (PADs) and program plans (PPLANs). Reviews program documents and assesses the impact of actions and conflicting priorities to determine their impact on logistics management supportability. Is Command Focal Point to collect Command assigned task responses and status updates for Air Force Maintenance for the 2 I" Century (AFMx2 l) Strategic Plan. Advocates AFMC munitions, aircraft, engines, and support and test equipment requirements to Air Staff. Gathers facts and develops conclusions relative to any matter having a significant impact on solutions to problems requiring command attention because of their criticality or involvement with high-level policy. Exercises leadership and obtains agreement on required actions and schedules, and resolves conflicting points of view concerning aircraft, munitions and equipment program/policy matters.
- Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the command staff and subordinate SF organizations falling under AFMC/USSF control as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvement or in response to concerns with regulatory compliance and/or customer requirements.
- Provides supervisor and staff with direction and advice regarding aircraft maintenance policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization.

- Establishes and maintains metrics for management decision-making and information on status of HQ AFMC and associated publications.
- Meets with key agencies/customers and coordinating officials to assess customer policy requirements. Explains policies and procedures, and assist in resolving problems that arise. Identifies and implements/recommends policy improvement processes to meet customer requirements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing and implementing logistics and equipment management policy, and/or functioning as part of a logistics management operation providing support to a specific mission, weapon system, or other program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of principles and procedures of the department of the Air Force publication management process, to develop, coordinate, publish, implement, and maintain currency of guidance.
2. Knowledge of logistics and acquisition concepts as they apply to aircraft and equipment maintenance management.
3. Knowledge of the strategic planning processes. Lead, advise, and facilitate processes and workload towards meeting division goals, objectives, and/or initiatives.
4. Ability to plan, organize, and coordinate all or a portion of a logistics support projects.
5. Ability to communicate effectively, both orally and in writing.
