The primary purpose of this position is to direct, develop, implement, or function as part of a logistics management operation for Enterprise Architecture in providing logistics information technology support to a specified mission, weapons system or other designated program. Manage cross-organizational enterprise architecture teams which integrate logistics mission etc.

Duties

Responsible for identifying and recommending new policy and procedures for Enterprise Architecture requirements across the AF. Represents HQ AFMC/ A4N with a variety of installation and functional area organizations. Reviews and interprets DoD and AF policies and procedures for the purpose of developing overall F implementation strategies. Additional Duties: Manages a contractor team and provides oversight, guidance, and support relative to LogEA. Adheres to applicable DOD and AF standards; manages and prioritizes the workload of the LogEA team. Develops goals and objectives that integrate Enterprise Architecture support to ensure portfolio goals and objectives are met. Works closely with AF to incorporate initiatives to improve enterprise architecture, data management, and analytics objectives while ensuring alignment with DoD, AF Operational Imperatives, A4 Basing and Logistics Enterprise Strategy, AFMC Strategic Plan, and organizational mission, vision, and goals. Responsible for identifying and recommending new policy and procedures for Enterprise Architecture requirements across the Air Force. Represents HQ AFMC/A4N with a variety of installation and functional area organizations. Establishing and maintaining relationships with internal and external stakeholders, navigating the equities of the Major Commands and HQ Staff Directorates, and performing high-quality formal coordination actions. Advocates for LogEA at various levels of leadership, leading to recognition as the LogEA analytics subject matter experts. Ensures AF Logistics Portfolio Enterprise Architecture aligns with higher level agency and MAJCOM goals, ensuring integrated architecture during complex Portfolio transformation, ensuring optimum operational interoperability and logistics line of sight for senior leader decision making. Maintains awareness of the implementation of new and innovative logistics support programs involving highly complex systems, which may significantly impact overall DoD logistics support policy. Supports a data-driven environment and provides cross-collaboration with a variety of agencies, works closely with key stakeholders to evaluate data management and data architecture interoperability. Continually evaluating program progress, developing action or mitigation plans through open communications and observations, monitors, and evaluates outcomes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions . SPECIALIZED EXPERIENCE: Applicants must have, or will have, within 120 days of closing of this announcement, at least one year of specialized experience which is equivalent to experience at the next lower grade (GS-13), level, pay band (NH-03), or equivalent (pay schedule, pay band, etc.). Specialized experience is described as: directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program. Additional Announcement Information: IDEAL CANDIDATE: In addition to the specialized experience statement listed above, the ideal candidate would have the ability to Serve as the technical and team lead for the Logistics Enterprise Architecture (LogEA) team. Collaborate with cross-organizational architecture teams to align logistics mission capabilities with business process, application (solution), data, and infrastructure architectures for the future logistics information environment. Ensure integrated architectures can inform A4 leadership's portfolio management and PPB&E decision-making. Oversees development of architectural artifacts supporting Log IT road-mapping and data management activities. Collaborates with functional teams to formulate EA requirements, develops execution strategies, and tracks requirements execution against defined metrics. Participates in regular information planning sessions, maintains productive interaction with staff and stakeholders, reports on the status and progress of work accomplished to date, and monitors work progress. Routinely develops and delivers presentations on effort status/analysis to leadership and other stakeholders as required, including accomplishments, solutions, and future requirements to meet portfolio objectives.- Track status of Strategic Initiative milestones and will organize meetings / conferences NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of the logistics management principles, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve logistics problems. 2. Mastery of advanced Logistics Management Information Systems Analysis principles and practices and a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes, and of military systems planning, acquisition, and management processes to prepare long-range and short range planning guidance. 3. Comprehensive knowledge of program management and process analysis techniques, and ability to conduct research and develop timely and economically viable solutions. 4. Adept skills to organize and lead special study teams and task forces with members from different Services, building consensus and coalitions, negotiating and resolving conflicts. 5. Skill in establishing and maintaining good working relations. 6. Expert ability to plan, organize, gather, analyze, and present data and supporting analyses to identify problems and develop innovative solutions. 7. Ability to originate new ideas, studies, and methodologies and to plan and execute intricate multifaceted projects. 8. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, contractors and private industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
