Duties
As a PROGRAM ADMINISTRATOR (NUCLEAR SYSTEMS) at the GS-0301-13/14 some of your typical work assignments may include:
Develops and defines requirements, scope and objectives for procurements; Documents procurements against program requirements; briefs stakeholders on progress, courses of action, and offers recommendations as necessary.
Initiates all procurement documentation to include but not limited to: Services Requirements Review Board (SRRB); Review Acquisition Plan; Source Selection Plan (SSP); Market Analysis/Research; Performance Work Statement (PWS); Statement of Work (SOW); Statement of Objective (SOO); Quality Assurance Surveillance Plan (QASP); Contract Data Requirements Lists (CDRLs); DD 254 Security Forms; Section 508 Analysis; Independent Government Cost Estimate (IGCE); Government Furnished Equipment (GFE) Listings; Risk Analysis; and Proposed Evaluation Criteria.
Ensures adherence with the Federal Acquisition Regulation and its supplements throughout the procurement process (from requirements development through contract termination/closeout).
Coordinates and validates all portfolio procurements; conducts analysis of quantitative and/or qualitative alternatives; prioritizes competing priorities.
Initiates budget/funding requests; analyzes budget and/or financial program data to develop annual and multi-year budget estimates; evaluates the effect of cost and program changes on the budget execution process

- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years.
- Travel in the performance of temporary assignments may be required. 20% of the time (CONUS/OCONUS).
- Must obtain and maintain a valid official passport.
- May require the employee to drive a motor vehicle. Incumbent must obtain and maintain a valid driver's license.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience as a Contracting Officer Representative (COR);
Contract management experience;
Experience supporting budget development, and;
Management of controlled equipage.

You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience as a Contracting Officer Representative (COR);
Contract management experience;
Developing a budget annually using the Planning, Programming, Budgeting, and Execution (PPBE) process;
Management of controlled equipage, and;
Requirements development and management at an organizational level.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
