This IT Specialist (Senior Advisor for Technology Innovation) position is located in the Office of Consular Systems and Technology, Bureau of Consular Affairs, (CA/CST), in the U.S. Department of State. CST supports CA’s information technology efforts through the design, development, deployment, and maintenance of consular IT systems, databases, and infrastructure.
Duties
Plans, designs, and leads and/or conducts comprehensive research and analysis of major cyber, digital, and emerging technology trends, developments, and innovations.
Leads pilot projects to evaluate and/or implement artificial intelligence (AI) solutions requiring extensive cooperation, coordination, and collaboration of stakeholders internal and external to the Bureau and Department.
Coordinates, communicates, and integrates interdisciplinary inputs into final products, makes continuing adjustment to technology innovation plans, scope, and strategies, and is accountable for the overall success of projects.
Develops, establishes, and implements innovative performance measures, evaluation criteria, and procedural policies, to evaluate, measure, and report on technology innovation and modernization accomplishments and effectiveness.
Identifies, leads, represents the organization, and participates in regional, national, and/or international special projects or studies, work groups, steering groups, task forces and panels, conferences, and seminars.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating, and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as a senior advisor or consultant providing authoritative guidance to senior officials in the planning and development of strategic IT initiatives.
Experience in designing, developing and implementing strategic and long-range high level IT plans with a focus on technology innovation.
Experience leading and guiding cross-functional projects and promoting collaboration, synergy, communication, and creativity to ensure team has agility to respond to changing program requirements and technologies.
Experience applying machine learning and artificial intelligence principles, as well as migrating technical capabilities from legacy to modernized systems/applications.
Experience using data visualization and analytical tools, and web portals to identify trends and compile data.
Experience providing strategic leadership and expertise on policy issues involving technology, such as artificial intelligence (AI) and cybersecurity.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-15 position.
