This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.
Duties
Performs a variety of tasks involved in the upkeep of buildings, grounds, and related structures, fixtures and utilities.
Assists shop foreman in determining preventive maintenance schedules and tasks for performance by others.
Installs, troubleshoots, makes malfunction diagnosis and effects needed repairs on fluid circulating systems and a variety of large industrial heating and boiler plant systems and controls.
Answers trouble call repair work orders as needed.
Aids in development of area preventive maintenance schedule as requested for performance by others/self.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 20-50 lbs. in the regular performance of duties.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Incumbent is on occasion exposed to toxic chemicals of various kinds, fibrous glass, and extreme heat in confined spaces and working areas. Exposure involves hazards, physical hardships, and working conditions that are likely of an unusual nature.
- This position requires incumbent to work an on-call work schedule to respond to after-hours emergencies. This may include, evenings, nights, weekends, and holidays.
- You may be expected to travel up to 25% for this position.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
SELECTIVE PLACEMENT FACTOR: This position requires the incumbent to possess and maintain a CHLOROFLUOROCARBON CHEMICALS (CFC) TYPE 1 & 2 CERTIFICATION, as required by section 608 of The Clean Air Act, 1900 EPA Mandatory Technician Certification.
NOTE: You MUST attach a copy of your CFC TYPE 1 & 2 Certification to your application package for verification. Failure to do so will result in a rating of ineligible.
Minimum Qualifications (Screen Out Element) for WG-10: Ability to do the work of a(n) Maintenance Mechanic ~ without more than normal supervision. I have the ability to perform common Maintenance Mechanic duties. I can assist with maintenance and/or repair of industrial heating and boiling plant systems; industrial air conditioning systems; and/or secondary power distribution and utility hook-up systems. I am able to refer to diagrams, charts, or manuals to determine techniques and processes related to preventive maintenance repairs, and component replacements. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Minimum Qualifications (Screen Out Element) for WG-11: Ability to do the work of a(n) Maintenance Mechanic ~ without more than normal supervision. I have the ability to perform common Maintenance Mechanic duties. I can perform maintenance on industrial air conditioning systems; and I can perform maintenance on secondary power distribution and utility hook-up systems, associated with fixed industrial electrical power systems and sub-systems. I am able to refer to diagrams, charts, and manuals to determine techniques and processes related to preventive maintenance repairs, and component replacements. I can perform a variety of complex data automation duties related to the handling/ completing of Demand Maintenance Orders (DMOs) and Preventive Maintenance Orders (PMOs). I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
Physical Effort for WG-10 & WG-11: Very frequently lifts, positions and carries items weighing from 20 to 50 pounds. Items weighing to exceed 50 pounds are normally lifted by more than one person, or moved with mechanical devices. Work involves prolonged standing on concrete floors, stooping, climbing of utility ladders and working in cramped or awkward position.
Working Conditions for WG-10 & WG-11: Work is performed in basements, on roofs, and machine areas frequently on-site or out-of-doors subject to inclement weather conditions. Work environment includes exposure to intermittent noise, dust and dirt, grease and oils, and use of chemical solvents. Posted safety hazards include eye, foot and hearing hazardous areas. Safety equipment to include safety toed shoes, gloves, protective aprons, safety glasses, ear plugs and hearing protective devices are issued for hazard abatement, required for use during each actual exposure to hazardous working conditions. Working conditions are considered in the evaluation of this job and do not meet criteria for compensation by environmental or hazard pay.
