This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.

Duties

Provides technical guidance and oversight to technicians and operators in order to ensure, sustainment and successful Operation, Maintenance, and Repair (OMR). Provide services for horizontal and vertical infrastructures, such as Headquarters (HQ), Tactical Equipment Maintenance Facility (TEMF), UPH, Roads and Grounds, Tank Trails, firebreaks, and facilities alike. Directs small and large scale Sustainment, Restoration, and Modernization (SRM) construction projects to ensure code compliance. Manages team members to assist in the prevention, pre-suppression and suppression of woodland fires. Manages team members to assists with controlled burns, back burns and other activities necessary to control fires. Responsible for identifying, performing, and implementing the Directorate of Public Works (DPW’s) Deliberate Risk Management (DRM) program within assigned areas (shops) of supervision. Performs Deliberate Risk Assessments (DRA) in accordance with Army and Garrison policy. Advises and formally instructs employees on occupational safety and advanced safety programs, policies, procedures, and regulations. Complies with and supports the Army Safety Program as outlined in AR-385-10 and Fort Hood regulations. Plans weekly and monthly work schedules and sequence of operations for subordinates. Develops directives and policies consistent with the Commander's guidance and policies to ensure that mission requirements are met. Develops performance standards, counsels employees on performance, and makes formal and informal performance appraisals. The employee will drive a utility truck or similar vehicle to and from the work site in order to transport self, supplies and other employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 75 lbs. in the regular performance of duties.
  • This position requires incumbent to work an on-call work schedule to respond to after-hours emergencies. This may include, evenings, nights, weekends, and holidays.
  • Protective devices such as but not limited to ear plugs, safety glasses, respirators, gloves, hard hat and safety shoes is required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic Supervisor ~ without more than normal supervision. I have the Ability to Lead or Supervise common Maintenance Mechanic duties, such as assisting with maintenance and/or repair of industrial heating and boiling plant systems; industrial air conditioning systems; and/or secondary power distribution and utility hook-up systems. Referring to diagrams, charts, or manuals to determine techniques and processes related to preventive maintenance repairs, and component replacements. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official. Physical Effort: Requires some standing on concrete floors, climbing ladders, bending, stooping, kneeling, crawling, and working in tiring and uncomfortable positions. Lifts, carries, and positions items weighing up to 75 pounds. Working Conditions: Work is performed both indoors and outdoors, where there is frequent exposure to severe heat, extreme cold, inclement weather of all kinds, and work is performed in dusty, dirty, greasy, and otherwise unsanitary environments. Subject to injuries such as cuts, bruises, burns, and electrical shock; also may be exposed to excessive noise from equipment, power tools, etc. Protective clothing and safety equipment must be worn when exposed to hazardous working conditions.
