About the Position: This is a permanent position as a Lead Instructional Systems Specialist at the Soldier Support Institute, Fort Jackson, SC. Fort Jackson is a highly diverse installation that is viewed as the flagship of all U.S. Army Training Centers, training fifty eight percent of all Soldiers entering the Army and is a highly coveted destination of choice for Soldiers, Army Civilians, and their Families. Located adjacent to Columbia, S.C.
Duties
Assists with staffing training requirements for initial implementation for new programs and materials.
Provides ongoing pedagogical training, guidance, and assistance to those SMEs who are analyzing, designing, developing, and evaluating training programs and products.
Advises the chief in the application of training technology strategy, strategies to enhance resident instruction, doctrine on programs involving IMT, PME and functional courses.
Leads a team of civilians, military developers, and two or more contract personnel.
Plans, prepares for, and/or provides specialized expertise and guidance on the conduct of job analysis, MOS analysis, and participates in task analysis/task review panels and project committees.

Basic Requirement for Lead Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) developing and designing instructional content for instructor-led or web-based training courses in an adult education environment; 2) assisting in the development of training and education programs in the areas of finance and comptroller for residence and distance learning; 3) evaluating changes in training technology and identifies requirements for changes in instructional procedures; AND 4) recommending training concept plans and implement recommended strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
