DCSA's Security Training Directorate is seeking an Instructional Systems Specialist. The Security Training centers provide security products and services to ensure maximal human performance in credibility assessment, security training, and SAP missions through training, education, quality assurance and research. This is an excellent opportunity for those with expert knowledge in academic instructional design, development, user experience, accreditation, and educational innovation.

Duties

This is a Term position NTE four years, one day; The position may be extended, and may become permanent without further competition. Per DoDI 1400.25-V2005, term appointments terminate automatically upon the expiration date unless approval has been granted for an extension or the employee resigns or is separated at an earlier date. These appointments may be terminated at any time by the DoD Component. This position is in the National Center for Credibility Assessment's Instruction Division / Curriculum Design and Development Division in Ft. Jackson, SC. This position will provide Instructional Systems Design support for NCCA's training and education mission, to include both instructor-led and virtual training classes. As a INSTRUCTIONAL SYSTEMS SPECIALIST you will perform the following duties, which is not an all-inclusive list:

Qualifications

This position has a Basic Requirement for the 1750: Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS-/ GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Utilizing Instructional systems principles, practices and techniques to evaluate security training and education. Evaluating Interactive media and the use of technology for design and delivery of distance learning training. Conducting training development, evaluation and administration. Communicating effectively, both orally and in writing. Specifically you will be evaluated on the following competencies: 1. Instructional Design: Evaluate, plan, coordinate, and develop components of instructional design. 2. Instructional Materials & Curriculum Development: Develop, test, review and revise instructional materials and content for lessons, courses, or occupations in accordance with specific learning objectives. 3. Instructional Program Evaluation: Assess the learning outcomes, design, and effectiveness of curricula and instructional programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation/adoption, and to inform instructional decisions. 4. Needs/Occupational Analysis: Conduct needs and/or occupational analyses to determine the requirements for revision of existing or development of new instructional programs. 5. Tests and Measurement: Analyze, design, develop, evaluate, and/or administer objective tests and other instruments. 6. Teamwork: Ability to plan, organize, direct, and participate in team study work as part of long- range planning.
