About the Position: As a program analyst in support of Planning Division staff residing in the Planning Division. Perform budget analyst tasks including; setting up resourcing, creating labor charge codes, assisting with funding data calls, completing financial closeout of projects, providing monthly expenditures reports, coordinating with project managers and P2 scheduler, and creating and updating scopes in the scope of work tool based on project funding spreadsheets
Duties
Oversee and/or input data into the Corps of Engineers Financial Management System (CEFMS), and Civil Works- Integrated Funding Database (CWIFD) for Civil Works and Flood Risk Management Program projects.
Perform quality control on accuracy and effectiveness of automated reports and assists Section/Program/Branch Chiefs in establishing data input priorities as required.
Utilizes automated financial software and other reports and prepares spreadsheets in the analysis of financial and budgetary data on a regular basis.
Lead for completing all resourcing requests and needs and interacting with P2 scheduler.

Specialized Experience GS-11:
One year of specialized experience which includes
1.) Organize and compile data to provide market trend analysis.
2.) Prepare demographic and market reports for review.
3.) Assist in the training and presentation of recruitment data.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12:
One year of specialized experience which includes working with financial management systems such as Corps of Engineers Financial Management System (CEFMS); work developing operating budgets for a technical division; work with multiple types of water resources funding and different ways of processing funding from other federal organizations

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 or 11 depending on grade appliying for).
