This position is located in the Office of Federal Contract Compliance Programs (OFCCP), Division of Management and Administrative Programs (DMAP), Branch of Budget and Finance. The purpose of the OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal government.
Duties
Major Duties:
Responsible for pre-award and post-award functions, including price/cost analysis, negotiation, and administration of services, materials, and equipment.
Serves as a technical contracting resource for OFCCP National and Regional programs, in the areas of writing statements of work and other contract-related functions, including information gathering, monitoring significant contract changes, and negotiating amendments to contracts.
Works in collaboration with the Director of Administration and other OFCCP managers to identify contract priorities, track key resources and dependencies for the contracts, and highlight potential risks and conflicts.
Conducts cost-benefit analysis, operating budgets, and strategic planning as required.
Establishes long-range goals, objectives, milestones, and measurement criteria for ensuring the success of each contract.
Acts as OFCCP's primary performance-based contracting expert, which entails analyzing and recommending improvements of business processes with OFCCP to ensure delivery of mission-critical services.
Develops procurement objectives for the OFCCP in terms of price range and competition range.
Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
Develops an integrated process to ensure the linkage of performance-based contract management processes to established cost accounting, security, strategic planning, capital planning, and enterprise architecture activities and processes.
OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Appointment to this position may require a background investigation.
- The incumbent is required to be certified in the contracting career field as defined in the Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR).
- FAC-COR certification(s) must be completed and maintained within established guidelines. If not, the incumbent may be removed from this position if certification requirements are not maintained.
- You will be required to complete and submit a Confidential OGE-450 Financial Disclosure Report.
Qualifications
You must meet the Specialized Experience listed in the Qualifications section to qualify for Program Analyst, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of specialized experience include:
Applying procurement regulations and procedures for contracting;
Utilizing various contracting methods and types for pre and post award actions;
Analyzing complex issues, identifying and evaluating alternatives, and providing expert advice on acquisition planning to ensure optimal decision-making throughout the procurement process;
Conducting comprehensive cost and price analyses, evaluating sources and proposals, and ensuring clarity of terms while managing the proper allocation of funds to achieve organizational objectives.
