The primary purpose of this position is to represent the Director of JPRA and serve as the liaison and agency spokesperson to high-ranking civilians/military offices and working groups within the Pentagon.

Duties
Represents the JPRA Director. Incumbent communicates, collaborates, and coordinates with the GS-14/15 and O-6 level offices and working groups within the Pentagon and advises and the assists the Offices within the Secretary of Defense's staff, Joint Staff, Military Services, and Combat Support Agencies across all aspects of Personnel Recovery.
Advise the Director of JPRA or guide JPRA activities, on course of action that support DoD policies, strategies, and plans where personnel recovery is involved.
Coordinate JPRA task actions among OSD, Joint Staff, combatant commands (CCMD), Services, and other agencies.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in National Defense and Military Strategies, as well as other strategic level documents, to include National Security Council PR policies and activities; and of PR related DoD policy, joint and Service doctrine and combatant command guidance. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of the mission, roles, functions, organizational structure, and operations of the Office of the Secretary of Defense, The Joint Staff, CCMDs, Services, and some non-DoD agencies.
Extensive knowledge of strategic level guidance (NMS, NDS, JOE, CCJO) and the ability to understand how personnel recovery fits in to and supports national strategic objectives; and OSD, Joint Staff and JPRA working with rescue, recovery, and special operations forces, to include their capabilities, and tactics, techniques and procedures.
Thorough knowledge in understanding operational Code of Conduct, SERE, and PR tactics, techniques and procedures to include Non-conventional Assisted Recovery; and of PR tactical and national level capabilities and assets utilized/deployed in support of operations.
Skill in making recommendations w/ changing, interpreting, or developing JPRA input on policies, doctrine, plans and procedure's which govern and guide the establishment of JPRA authorities and responsibilities, and DoD Personnel Recovery policy.
Ability to understand and envision, develop, and recommend DoD PR operational and strategic actions to support DoD policies, doctrine, strategies, plans, and procedures.
Ability to orally communicate effectively, concisely, and clearly with accuracy; both orally and in writing.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
