You will serve as a CONTRACT SPECIALIST in the Procurement Group of NAVAIRWARCENAC DIV supporting the F-35 program.
This position is physically located in Arlington, VA.
This Contract Specialist position supports cradle to grave contracting requirements for the F-35 program including the acquisition of knowledge-based services, information technology supplies and services, consulting support, and any other deliverables or tasks required for program office operations.
Duties
You will be responsible for pre-award and post-award functions including price/cost analysis, negotiation and administration for equipment, materials and services associated with test and evaluation, and research and development of activities.
You will review procurement request (PR) packages for complex equipment, services, and research and development requirements.
You will prepare competitive and non-competitive solicitation documents.
You will coordinate the evaluation of technical proposals, review the evaluation plan for consistency with the criteria in the solicitation, and provide advice during the technical discussion stage to Government and contractor personnel.
You will obtain required pre-award surveys, field pricing reports, technical reports, and legal reviews of conditions or changes to the solicitation.
You will negotiate with potential contractors on a competitive or sole-source basis.
You will administer contracts for modifications as a result of change orders or new work outside the original scope.
You will resolve contractual problems in conflicts between the Statement of Work/specifications and the contractor's technical proposal and intent to perform.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Planning, developing, and administering all aspects of a procurement to include pre and post award functions in support of a major program or service contracting acquisition;
2) Utilizing price and cost analysis techniques to evaluate proposals and prepare associated documentation;
3) Applying negotiation techniques to conduct negotiations with high level business, industry, scientific, and/or government officials;
4) Providing acquisition advice and researching information in support of long-range planning and business strategies in support of contracting initiatives;
5) Interpreting acquisition regulations such as the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) as well as Command acquisition policy and providing guidance to customers in support of contracting initiatives; and
6) Representing the government in all contractual discussions and attending program reviews with contractors.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
