This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Provides expertise in recommending, initiating, developing and implementing contracting policies strategies, procedures, guidance and control for personnel Army-wide.
Develops contracting policy and guidance for the Department of Army (DA) concerning all contracting functions.
Provides expertise in the area of utilizing or referencing government procurement regulations, statutes, policies, provisions and clauses.
Provides expertise in reviewing the operations of purchasing and contracting activities world-wide to assess their efficiency and effectiveness in performing procurement functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 3 years of entrance on duty.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the next lower grade, NH-03 which includes: (1) Developing procurement policies or procedures in accordance with Federal regulations or agency policy. (2) Participating in working groups or integrated project teams to develop any of the following, policy, regulations, guidance or to provide recommendations to senior leaders to resolve complex acquisition concerns. (3) Implementing policies and/or practices to expedite award of services contracts and improve post-award oversight of services contracts covered by Federal Acquisition Regulations (FAR) using required Department of Defense Instruction (DoDI) 5000.74 procedures. (4) Presenting briefs to Senior Leaders (eg, SES/General Officers) on acquisition-related topics.

Education
