This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Team Leader and Senior Procurement Analyst responsible for providing guidance for over 6000 contracting personnel Army-wide. This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.

Duties

Oversees policy development and execution which directly affect the participation of business firms in Army procurements and is closely monitored by top Army managers and the Congress. Provides expertise in the area of utilizing or referencing government procurement regulations, statutes, policies, provisions and clauses. Ensures that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team=s strategies, goals, objectives, work plans and work products and services. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks and provide or arrange for specific administrative or technical training necessary for accomplishment of tasks. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret clearance requiring drug testing.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • A one-year probationary period may be required.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 4 years of entrance on duty.

Who May Apply: US Citizens Military Spouses In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contracting Series 1102: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. Note: Transcripts must be submitted. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) Having working knowledge of Army procurement systems (such as SPS, PADDS, VCE, or PIEE); 2) Experience with data analytics and procurement decision support leveraging Army and DoD business intelligence platforms (such ad VCE-BI, Army Vantage, PBIS, or ADVANA); and 3) Providing expertise in planning and conducting critical projects that are vital to procurement activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
