About the Position: Incumbent will serve as Senior Procurement Analyst in the Office of the Deputy Assistant Secretary of the Army for Procurement DASA(P) and provides guidance for over 6000 contracting personnel Army-wide.
This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
Duties
Develop policies and procedures for work involving the procurement and administration of supplies and services which employ Government Furnished Property (GFP)/Property in the Possession of Contractors, from acquisition through disposition.
Possess knowledge of capital asset procurement and general equipment processes as well as property administration matters.
Understand GFP module reports and content.
Understand specifics of Contractor Acquired Property (CAP) and the subsequent process to convert the delivered CAP to GFP.
Understand Contract Data Requirements List reporting for Government inventory.
Understand the Government’s role in the property transfer process, loss, and property plant clearance cases.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- Must be able to obtain and maintain a Secret clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- A one-year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 3 years of entrance on duty.

Basic Requirement for 1102 Contracting Series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: Transcripts must be attached)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Planning, executing, and delivering measurable improvement for contracts to achieve the modernization and contracting data strategies; 2) Leading initiatives focused on delivering capability to improve management and utilization of procurement and/or workforce data, processes, and policies; and 3) Experience working within and conducting analysis using federal and military services' contracting writing and data systems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/NH-03).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
