This position is located in the Department of Labor (DOL), Women's Bureau (WB), Office of Policy and Programs (OPP), Quantitative Research Branch (QRB). This position serves as a statistical expert and advisor to Women's Bureau (WB) leadership on policy and program matters that foster and enhance the welfare of women job seekers and wage earners. This is an interdisciplinary position and may be filled as either an Economist or Statistician (Economics).

Duties

The mission of the Women's Bureau (WB) is to promote the welfare of wage-earning women. The WB Office of Policy and Programs (OPP) upholds this mission by 1) planning and conducting statistical, economic, legislative, and policy research and analyses; 2) disseminating research and analytical findings to WB and DOL administrators, other Government agencies, the private sector, external stakeholder groups, and the public; 3) participating in the development of DOL policies and programs to improve the economic status of working women and cooperating with and advising other agencies (e.g., Federal, State, and local) to help maximize their effectiveness in this area; 4) providing a channel for access by constituent groups to the government policy-making process; 5) developing and administering programs to meet the needs of targeted groups of women; and 6) engaging in competitive grant making and carrying out a variety of education, outreach, and technical assistance activities. As an Economist/Statistician (Economics), you will perform the following duties, which is not an all-inclusive list: Identifying and defining key issues and data or research gaps; recommending pertinent research topics; developing specialized study objectives; formulating research questions; designing research methodologies; and ensuring the research methodologies closely support the research. serves as an expert economic advisor to WB leadership, playing a key role in the identification, development, and oversight of internal and commissioned economic research and quantitative projects that pertain to women in the labor force. Oversees and/or conducts comprehensive and high-priority research assignments that involve extensive data analysis and fact-finding on a variety of priority areas or problems that impact working women. Independently and accurately designs and executes complex queries to perform database inquiries and carry out statistical validation in response to Departmental and congressional inquiries concerning women in the labor force Utilizes statistical data research and analysis methods and techniques (e.g., regression analytics, sampling design, and variation, descriptive analytics, experimental design, computational statistics, statistical modeling, etc.) to conduct advanced quantitative studies and to develop highly technical analyses surrounding key issues regarding the economic well-being of working women. Develops and presents intricate statistical charts, high-quality graphs and infographics, and lengthy narratives on national survey data pertaining to working women to senior- and executive-level officials and others, as appropriate. Participates in conferences and/or meetings; and/or makes presentations that have great sensitivity and are of national consequence or importance. As the technical expert, the incumbent is responsible for articulating subsequent findings of original research to senior officials and academic and lay audiences. Exercises tact, persuasion, and diplomacy skills when presenting empirical evidence to stakeholders concerning issues affecting women in the workforce, which may elicit strong responses and necessitate awareness of the broader political debates through which policy issues are mediated.

Qualifications

To qualify for Economist/Statistician (Economics), applicants must meet the basic requirements and specialized experience for the series in which you wish to be considered. Basic Requirement for Economist, 0110 Series: Bachelor's (or higher) degree in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.- OR - Combination of education and experience which includes courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. Basic Requirement for Statistician (Economics), 1530 Series: Bachelor's (or higher) degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social/cultural anthropology, health sociology, political science, public administration, psychology, etc. -OR- Combination of education and experience which includes courses as above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic requirement above, to qualify for Economist/Statistician (Economics), you must also meet the following specialized experience: Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. One year of specialized experience equivalent to at least the GS-13 grade level, in the Federal Service, includes an expert understanding of utilizing quantitative research and analysis on employment topics; applying classical and modern advanced statistics, survey data collection and analysis; utilizing large-scale national datasets, and an advanced understanding of a major statistical software package(s). The incumbent will have in-depth knowledge of project planning and project management, preparing write-ups of findings and conceptualizing, and experience identifying, developing, and overseeing internal and commissioned economic research and quantitative projects pertaining to women in the labor force. Time-in-Grade Requirements: Any individual who within the previous 52 weeks held a General Schedule position under a nontemporary appointment in the competitive or excepted service in the executive branch must meet the time-in-grade requirements (52 weeks at the next lower grade level or equivalent in the Federal service), unless excluded per 5 CFR 300.603(b). Time in grade requirement for the GS-14 grade level - 52 weeks of Federal service at the GS-13 grade level.
