Duties
This Information Technology Project Manager position is located at Enterprise Support (ES), Information Technology (IT), Operations & Engineering Division, Systems Deployment & Integration Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Independently performs needs analysis to determine opportunities for new and improved business process solutions and ensures that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals using comprehensive knowledge and experience. Provides ongoing optimization and problem-solving support planning and carrying out difficult and complex assignments and developing new methods, approaches, and procedures. Implements and supports IT security applications; coordinates and integrates project activities; manages, leads, or administers project resources; monitors project activities and resources to mitigate risk; implements or maintains quality assurance processes. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches.
Participates in the acquisition and delivery efforts with the Office of Acquisitions (OA) and reconciliation activities with the Office of Property Management (OPM), Office of Financial Management (OFM), and other Office of Information Technology (OIT) divisions. May represent division at TSA, Department of Homeland Security (DHS), and interagency technical working grouping sessions and at vendor sponsored marketing meetings. Contacts established and maintained by the incumbent are both internal and external to the organization and often impact directly on the objectives of one or more major subdivisions or organizations and may impact the objectives of the agency.
Leads/manages multifunctional development projects in and applies analytical processes to plan, design, and support the implementation of new or improved business process solutions to meet business requirements of customer organizations.
Develops project plans and associated tasks, identifies resources requirements, and reports on progress, and ensure customer and management involvement throughout the process. Work is reviewed rarely, typically through reports and at project completion to ensure technical compliance and alignment with the requirements of the project or other work activity.
Provides guidance to staff as a Contracting Officer's Representative (COR) for procurements and monitors progress and reporting of IT project activities related to technology refreshes, software procurement and renewal, warranties, and license compliance. Serves as an advisor in policies and procedures for the management, control, acquisition, and tracking of COTS software.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

In addition to the requirements for all IT positions, to qualify for the SV-I (GS-13) grade level:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following:
Participating on a team designing, developing, and managing of diverse large and complex hybrid IT systems and network environments to extend, optimize or enhance existing or new IT architecture(s);
Supporting the appropriate utilization of security measures in the coordination and implementation of network security to protect data, software, and hardware;
Experience working with the major government cloud offerings with the ability to analyze operational requirements and match them to the offerings for various cloud services e.g., IaaS/PaaS/SaaS;
Experience managing projects to meet mission requirements leveraging their extensive technical background with existing or new technologies.
To qualify for the SV-J (GS-14) grade level:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-I (GS-13) in the Federal service. Specialized experience MUST include all the following:
Leading a team in the execution of projects in the design, development and management of diverse large and complex hybrid IT systems and network environments to extend, optimize or enhance existing or new IT architecture(s)
Leading initiatives that support the appropriate utilization of security measures in the coordination and implementation of network security to protect data, software, and hardware.
Identifying, recommending, implementing, and managing approved solutions to address technical, security and operational requirements leveraging various cloud services e.g., IaaS/PaaS/SaaS.
Managing complex projects to meet mission requirements leveraging their extensive technical background with existing or new technologies.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
