This position is located in Bankruptcy Branch, in the Chapter 13 Section.
The incumbent formulates annual operating plans and studies, and tracks, monitors and evaluates results. Is responsible for a variety of special projects and reporting requirements associated with loan servicing and program support.
Duties
Serves as representative or project leader/coordinator on studies and task forces established to address specific loan servicing issues or changes to programs.
Studies unusual or highly intricate loan servicing problems and deficiencies. Defines and recommends alternative solutions to complex financial, managerial and regulatory reporting issues.
Analyzes program operations costs and reports on impact on budget, temporary personnel, overtime and automation. Provides analysis of the overall cost of specified operations and its impact on the larger RD budget.
Analyzes management reporting requirements to develop administrative or program reporting systems including system specifications, data gathering and analytical techniques and evaluation of the reporting
Manages automation enhancement requests. Prioritizes and tracks automation enhancements. Ensures adequate design, development, and testing efforts. Updates problem report logs.
Composes technical correspondence or position papers on complicated reporting problems/issues. Develops ad hoc reports and files for states, Headquarters, lenders or Division. Coordinates special ad hoc report requests.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-11) in the normal line of progression for the position being filled.
GS-12: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent.
Specialized experience is defined as collaborating with program directors to ensure program and administrative objectives are met; analyzing program procedures to evaluate effectiveness and recommend corrective action for improvement in one or more areas: organizational, structural, operational, and/or management efficiencies; assisting senior analyst(s) with the development of informational spreadsheets and presentations using application tools such as Excel, SharePoint, PowerPoint, Adobe; designing studies in support of policy and procedural recommendations and/or changes related to annual goals and long-range plans.
There is no substitution of education for experience at the GS-12 level.
