Duties
You will perform developmental assignments designed to increase higher grade skill and knowledge.
You will provide basic applications, concepts, principles and procedures essential to environmental compliance Federal Laws, State environmental regulations, and Navy environmental policy.
You will brief supervisors on any highly visibility issues and provided necessary back up documents, reports, or correspondence.
You will assist in the review compliance documents (e.g. management plans, sanitary surveys inventories).
You will complete compliance training (e.g. CECOS, EMS, other media specific SDWA, CAA, RCRA) to become more knowledgeable on the compliance program.

Qualifications
This announcement uses the Post-Secondary Students and Recent Graduates direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
For the GS-09 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the execution of the Environmental Compliance programs policies and procedures; 2) Outlining and discussing possible problem areas and define objectives, plans, priorities and deadlines; 3) Writing Scopes of Work, creating government estimates, and negotiating contract task orders with various contractors (e.g., Indefinite Deliver, Indefinite Quantity (IDIQ) single- and multi-media, Base Operating Services (BOS);and 4) Assisting in the evaluation of contractor's proposals and follow-on work

For the GS-07 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the development of high visibility issues and providing any necessary back up documents, reports, or correspondence; 2) Assisting with limitations, quality and quantity expected, deadlines, and priority of assignments.; 3) Assisting in compliance meetings or inspections with Federal and State Environmental regulators.. Applicants for the Environmental Engineering (0819 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Applicants for the Physical Science (1301 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
You have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
You have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
For the GS-09 grade level ONLY, you may substitute the following education for the specialized experience:
A Master's or equivalent graduate degree with a major study in a field related to the position.
OR
Two full years of progressively higher-level graduate education leading to a Master's or equivalent degree with a major study in a field related to the position.
For the GS-07 grade level ONLY, you may substitute the following education for the specialized experience:
One year of graduate-level education;
OR
A bachelor's degree with superior academic achievement.
