You will serve in the role of a Senior Civilian Management Professional for the Environmental Restoration Program as a Supervisory Environmental Engineer or Supervisory Geologist in the Environmental Program of NAVFAC NORTHWEST managing an interdisciplinary team of environmental professionals in the investigation, assessment and cleanup of contaminated sites. This is an interdisciplinary position and will be filled as a Supervisory Environmental Engineer (0819) or Supervisory Geologist (1350).

Duties

You will develop and execute environmental restoration program planning, budgeting and execution for the area of responsibility. You will consult with other environmental restoration professionals to resolve difficult and complex problems during remedial or removal investigations. You will represent the organization in negotiations with regulators and program stakeholders to execute the environmental restoration mission. You will interpret environmental laws, regulations, and policies to ensure technical compliance with regulations and program policies.

Qualifications

This position has a selective placement factor for the 0819 series, Professional Environmental Engineer and/or 1350 series, Professional Geologist, which is: You must currently be a licensed Professional Geologist if applying for the 1350 series or You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. **NOTE: A copy of your current license/registration must be submitted with your application in order to be considered for this position. Copy of a wall certificate is not acceptable. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Assisting higher level management in the management of Environmental Restoration projects/programs (investigation, assessment, and response and/or remedial action for release of hazardous substances, pollutants or contaminants) from conception to completion; 2) Developing Restoration Program strategies to improve performance and maximize the effective use of available resources; 3) Coordinating with higher echelons to ensure the Restoration Program meets their expectations and overall environmental goals; 4) Overseeing preparation of annual Restoration Program budget requests and execution; 5) Planning, assigning and evaluating work accomplished by subordinates; 6) Overseeing contractor efforts to ensure work meets requirements prior to contractor payment ; 7) Overseeing multi-year and long-range work planning, staff plans, and timely execution of an Environmental Restoration program; and 8) Providing briefs and issue papers on potentially controversial environmental issues to higher echelon commands and staff, state and local regulatory officials, elected officials, and the general public. ***NOTE: This experience must be clearly and fully supported in your resume to be considered. Education

For the GS-0819 (Environmental Engineer) series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
