You will serve as an Environmental Engineer/Geologist in the Environmental Restoration Product Line of NAVFAC NORTHWEST. This is an interdisciplinary position which will be filled by one of the following job series: Environmental Engineer (0819) or Geologist (1350). "NAVFAC is currently undergoing a reorganization and this position may be realigned to a new organizational structure within NAVFAC once finalized. The planned reorganization will not change the role of this position."

Duties

You will serve as the Subject Matter Expert for one of the following areas: 1) Adak BRAC Sites, 2) Munitions Response Program, 3) Sediments, 4) Shipyard Infrastructure Optimization Program/CERCLA Liaison. You will provide direction and expertise to difficult and sensitive problems within your subject matter concerning site or installation restoration programs. You will plan and conduct studies of restoration sites to advise on alternatives for protection of the welfare of the public. You will conduct on-site visits to determines adequacy of treatment and control processes; and assesses the need for additional studies.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. You must be a currently Registered/Licenced Geologist if applying for the 1350 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Specialized experience must demonstrate the following: 1) Determining the effectiveness and validity of project decisions that ensure environmental cleanup actions are sufficiently protective of human health and the environment following applicable regulations; 2) Negotiating and performing project management of complex environmental clean-up of hazardous constituents with experience in cleanup of sediments; 3) Utilizing environmental regulations (including but not limited to CERCLA, RCRA, ESA, CWA, and CAA and promulgated state regulations [MTCA, SMS]) for environmental clean-up of media and hazardous constituents, which include: freshwater and marine sediments, groundwater, surface water, drinking water, wastewater, stormwater, air, soil, solid waste, hazardous waste, hazardous materials, underground storage tanks, toxic materials, or petroleum, oil, lubricants. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence.
