You will serve as an Environmental Engineer/Geologist in the Environmental Restoration Product Line of NAVFAC NORTHWEST. This is an interdisciplinary position which will be filled by one of the following job series: Environmental Engineer (0819) or Geologist (1350). "NAVFAC is currently undergoing a reorganization and this position may be realigned to a new organizational structure within NAVFAC once finalized. The planned reorganization will not change the role of this position."

Duties

You will serve as the Subject Matter Expert for one of the following areas: 1) Adak BRAC Sites, 2) Munitions Response Program, 3) Sediments, 4) Shipyard Infrastructure Optimization Program/CERCLA Liaison. You will provide direction and expertise to difficult and sensitive problems within your subject matter concerning site or installation restoration programs. You will plan and conduct studies of restoration sites to advise on alternatives for protection of the welfare of the public. You will conduct on-site visits to determines adequacy of treatment and control processes; and assesses the need for additional studies.

Requirements

  • Work may require overnight travel away from the normal duty station. Travel includes other NAVFAC installations or remote sites.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Registration as a Professional Engineer (PE) or Registered/Licensed Geologist is required.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. You must be a currently Registered/Licenced Geologist if applying for the 1350 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Determining the effectiveness and validity of project decisions that ensure environmental cleanup actions are sufficiently protective of human health and the environment following applicable regulations; 2) Negotiating and performing project management of complex environmental clean-up of hazardous constituents with experience in cleanup of sediments; 3) Utilizing environmental regulations (including but not limited to CERCLA, RCRA, ESA, CWA, and CAA and promulgated state regulations [MTCA, SMS]) for environmental clean-up of media and hazardous constituents, which include: freshwater and marine sediments, groundwater, surface water, drinking water, wastewater, stormwater, air, soil, solid waste, hazardous waste, hazardous materials, underground storage tanks, toxic materials, or petroleum, oil, lubricants. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:Successful completion of a degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

A combination of education and experience -- course work as shown above, plus appropriate experience or additional education.(Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. Experience that involved only one phase of geology work, e.g., collecting samples, would not be acceptable as providing the required professional knowledge of the theory and principles of geology. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience, and must have contributed directly and significantly to the applicant's professional geological competence.
