You will serve as a SUPERVISORY ENVIRONMENTAL ENGINEER in the ENVIRONMENTAL COMPLIANCE Product Line (EC PL) of NAVFAC NORTHWEST.

Duties

You will serve as the senior engineer and technical authority with responsibility for coordination, execution, and/or oversight of assigned environmental compliance program areas and services. You will supervise between eight and twelve environmental engineers and environmental scientists in the execution of EC program areas. You will guide, train, and technically direct other engineers, scientists, and environmental compliance staff for EC and related projects and programs. You will perform planning and budgeting for the work to be accomplished by setting and adjusting both long-term and short-term priorities.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Registration as a Professional Engineer (PE) is required.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates.The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? ***NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing compliance oversight of and expert technical support to environmental programs regarding groundwater, surface water, drinking water, wastewater, stormwater, air, soil, solid waste, hazardous waste, hazardous materials, and/or storage tanks; 2) Managing environmental compliance project and program components including the collection, sharing, and distribution of technical and project data with internal and external customers; 3) Ensuring the proper coordination, planning, budgeting, execution, quality, and consistency of environmental compliance projects; and 4) Recommending solutions to environmental engineering problems including providing review of, and recommendations for, facility plans and specifications, utility system drawings, and facility operational plans. ***NOTE:This experience must be fully and clearly supported in your resume to be considered. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
