This position is located in the VA's Office of the Secretary. This position serves as the Deputy Director for the Center for Minority Veterans by providing advice to the Director on all minority veteran matters. The Deputy Director assists in developing and integrating program plans, objectives, and initiatives to carry out the Center's responsibilities.
Duties
Supports the Director by providing expert advice, support, and oversight for operations, financial management, strategic planning, performance management, program development and implementation.
Serves as the Deputy Director and advisor to the Director and provides advice to the Director on all minority Veteran matters. Assist the Director in developing and integrating program plans, objectives, and initiatives to carry out the Center's responsibilities.
Prepares operating budget for the office, monitors expenditures, and analyzes funds usage. Also ensure that budget proposals are compatible with approved projects and overall strategic plans. Makes recommendations on the most efficient ways to utilize resources to improve organizational performance.
Provides technical direction as needed to office staff members. Manage and supervise subordinate personnel assignments based on established goals for the Center, and monitors and assures that goals and objectives are achieved.
Reviews and analyzes major policies, procedures, regulations, and laws involving the Center to resolve complex issues. Issues may be resolved though individual efforts or participating on project teams. Leads changes initiatives to implement organizational vision.
Plans, manages, develops, and evaluates various services in response to inquiries and programs for minority Veterans through developing short and long-range planning efforts for the Center's program.
Evaluates and analyzes complaints, concerns, and requests from minority Veterans and others, and responds appropriately.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) utilizing multiple approaches to problem solving in order to identify a range of solutions; (2) Assessing the impact, potential second-order consequences, and cross-agency/programmatic issues of a problem; (3) analyzing and evaluating programmatic data to resolve inconsistencies; (4) planning, development, and execution of communications and outreach efforts to inform and educate diverse stakeholders; (5) applying advanced communications and analytic practices, methods and techniques to engage in evidence-based outreach; (6) Translate complex customer and logistical requirements into sound solutions that advance mission objectives.
