About the Position: Incumbent will work under the general supervision of the ASAP Prevention Branch Manager or Program Manager (PC/RRP/SPPM)who outlines broad program goals and objectives of the installation's Armed Forces Substance Abuse Program (ASAP) prevention and education, risk reduction, and suicide prevention services.

Duties

Develop and administer an installation-wide Army Substance Abuse (ASAP) prevention and education program. Develop an installation-wide ASAP Prevention Education Plan of Instruction to include developing lesson plans for all training conducted, training aids, etc., for each target group identified. Design special courses in response to identified ASAP trends and needs of the installation to include counter-narcotics focused training. Develop and conduct public/community awareness programs. Keep abreast of local and national alcohol and drug abuse trends. Serve as a manager of the installation Risk Reduction Program (RRP), or a coordinator/member of the installation RRP Team as designated by management. Evaluate and analyze data gathered in quarterly reports and Unit Risk Inventories (URIs) administered to the specific military unit being evaluated. Utilize skills in qualitative and quantitative analytical techniques to identify, analyze, and develop courses of action and recommendations to mitigate high-risk behaviors. Prepare reports with regard to high-risk behaviors and identified trends. Serve as a manager of the installation Suicide Prevention Program . Communicate and coordinate with relevant agency staff across the installation on an on-going basis in order to fully integrate a community approach to suicide prevention per Army Regulation 600-63. Apply knowledge in alcohol and drug program mission and functions to offer recommendations for program change.

Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Human Services or Social Science . OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. IN ADDITION to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1.) Performing administrative program functions, such as collecting and maintaining data for planning and reporting purposes regarding Drug and Alcohol Abuse Prevention; 2.) Utilizing a follow up system to identify, interpret and track the effectiveness of a program designed to identify high risk behavior in relation to the Risk Reduction Program (RRP); 3.) Assisting with briefing others on Suicide Prevention Program goals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09 ). OR Education: A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Services or Social Work. OR Combination of Education and Experience. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide the total number of completed semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
