Duties

Serves as principal advisor to the Director of Human Resources (DHR), Deputy to the Garrison Commander, and other tenant commanders on matters related substance use and abuse and its effects on readiness. Plan and schedule ongoing work to be accomplished by subordinates. Maintain and safeguards clinical and non-clinical ASAP records and authenticates all reports submitted to IMCOM, Department of the Army and other higher headquarters. Ensure full compliance with EEO policy and regulation Plan, direct, supervise and evaluate the Installation’s Army Substance Abuse Program (ASAP). Revise and implement professional service plans, business plans, and standard operating procedures.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time to attend training.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Social Sciences or Behavior Science. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes work that involves providing Substance Abuse Program guidance and expertise in at least three of the following areas: Risk Reduction Program, Employee Assistance Program, Drug-Free Workplace program, Education and Training, and Suicide Prevention; explaining regulatory and legal requirements regarding Substance Abuse programs; and administering a drug testing program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. You will be evaluated on the basis of your level of competency in the following areas: LeadershipTechnical CompetenceWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
