This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD Prevention Workforce Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Prevention Deputy, responsible for maintaining day-to-day operations and oversight of integrated primary prevention efforts. Directly supports Senior Commander/Commanding General and coordinate comprehensive primary prevention activities addressing various harmful behaviors.

Duties

The Prevention Deputy supports the I-PAG Prevention Lead in advising the Senior Commander's staff on primary prevention activities and the public health approach. Identify and integrate data, research and evaluation findings from various sources. Collect and use data to plan, implement, and evaluate prevention activities for specific prevention discipline(s). Educate Soldiers and Leaders on actionable recommendations based on data findings and needs of the community. Lead the planning, implementation, and evaluation of prevention activities. Identify efficiencies in primary prevention development and delivery. Support ongoing prevention policy development and refinement. Design process and outcome evaluation plans before implementation of prevention activities. Conduct data analysis to determine effectiveness of prevention activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent to obtain and maintain a Secret security clearance or access for the duration of employment.
  • This position requires background checks to be conducted against all records as required by law, OPM, DoD, and Army policy and regulation.
  • Background checks will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position.
  • Within six months of employment, must complete DoD SPARX Knowledge Part 1 and 2, training specific to prevention activities being delivered,
  • and complete all requirements to obtain the OSD Credentialing Program for Prevention Personnel (D-CPPP) credential.
  • Per DoDI 6400.11, this position must acquire and maintain a Level 5 of the DoD Credentialing Program for Prevention Personnel (D-CPPP) in compliance with OSD guidance.
  • This position may require temporary duty (TDY) business travel up to 15% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Prevention Specialist (Prevention Deputy) (Prevention Workforce): A. Degree: Bachelor's degree (or higher degree) in the behavioral or social sciences, or related disciplines appropriate to the position, such as prevention science or public health. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) utilizing research-informed data to identify existing or potential risk factors that can lead to harmful behaviors; 2 ) implementing prevention policies, programs and/or practices to mitigate risk factors or prevent harmful behaviors; 3) analyzing data to evaluate the effectiveness of prevention programs and identify areas for process or program improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
