About the Position: Serves as a junior level specialist and technical manager in matters relating tot he environmental compliance aspects of civil work and military projects.
Duties
Serves as a junior level specialist and technical manager in matters relating to the environmental compliance aspects of civil work and military projects.
Assists with supervision in planning, coordinating, developing, and conducting complete studies and investigations in preparation of environmental compliance documentation for Department of Army (DA) actions.
Review of environmental assessments on other DA actions of a broad scope and complexity to determine and project the effects of proposed water development projects for flood control, water supply, navigation, recreation, electric power, etc.
Work with limited supervisor or senior employee oversight, performs research, study, development, and analysis of factual data prepared personally or by other individuals or organizations concerning military and civil projects.
Determines the environmental impacts of such projects on multi-purpose lakes and related development, local flood control projects.
Participates in field reconnaissance and site studies as necessary in support of mission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel/perform Temporary Duty (TDY) 50% of the time.

Basic Requirement for Environmental Resources Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-11: One year of specialized experience which includes Experience assisting with environmental inventories of study areas, which involves adapting known wildlife and vegetation surveying techniques to specific areas. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for GS-09 - To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Assisting in the development of National Environmental Policy documents such as Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
