This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a senior technical expert for investigations and analyses pertaining to environmental compliance of Civil Works water resources projects and other Civil Works/Military works undertaken by the District in the region. Recruitment/relocation incentives may be authorized.

Duties

Serves as a regional expert in ecosystem restoration planning and environmental compliance requirements including the National Environmental Policy Act, Endangered Species Act, Fish and Wildlife Coordination Act, and Clean Water Act. Provides technical oversight, review, direction and approval of environmental impact statements and assessments, and mitigation and restoration recommendations for water resources development projects/studies in the Kansas City District Region. Serves as the District’s technical expert and liaison for the resolution of technical issues on assigned activities that are raised during the review by higher authorities. Prepares and/or reviews responses prepared by the District to challenges, technical comments and requests for additional justification from the HQUSACE. Ensures that direction taken and study documentation developed conform to policy, legal, procedural, and regulatory requirements and are in line with current Corps stance on the issues. Facilitates preparation of environmental impact statements and assessments that are fully documented, technically correct, procedurally and regulatory sound. Facilitates/participates in meetings with sponsors, environmental interest groups, representatives of state and local governments, other Federal agencies, USACE, on particularly sensitive or contentious issues. Prepares/reviews reports such as Project Implementation Reports, Site Management Plans, Mitigation Plans, Environmental Assessments for proper evaluation of with- and without-project conditions and protection of social and cultural resources. Serves as District technical expert in ecosystem restoration planning and policy

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Basic Requirement for [insert position title]: A. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes identifying, interpreting, and evaluating a variety of regulatory and/or compliance factors related to natural, cultural, and social conditions; and experience in the development of National Environmental Policy Act documents such as Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
