Duties
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
Your salary will be based upon the locality pay of your work site after selection. Examples of Locality Pay Rate based on the selectee's location:
Atlanta - Athens-Clarke County--Sandy Springs, GA-AL (GS-14 Salary Range is $129,134 - $167,876)
New York - Newark, NY-NJ-CT-PA (GS-14 Salary Range is $143,559 - $186,629)

MAJOR DUTIES:
As a Deputy Regional Administrator, in the absence of the Regional Administrator, the Deputy will assume the acting Regional Administrator role and exercise full management and supervisory authority to support the overall operations of the Regional office.
Your major duties and responsibilities include:
Supporting the Regional Administrator in managing the IEA regional operations as well as a staff of public health analysts and other professional and administrative personnel.
Serving as a HRSA representative in the region and is a focal point for responding to the needs and requests of external entities.
Contributing to the development IEA's core work related to external affairs, outreach, and intergovernmental collaboration.
Leading, coordinating, and acting as a staff resource and lead manager to coordinate HRSA external events.
Serving as a senior analyst in developing and formulating short- and long-range goals, objectives, performance measures, and policies.

Requirements

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
Developing short- and long-range public health program goals and objectives.
AND
Developing opportunities, initiatives, and activities to advance strategic external engagement and events.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
