Primary purpose is: To serve as an Engineering Technician within the Requirements Unit under the Maintenance Engineering Element. Performs technical engineering tasks of broad scope and complexity. Develops comprehensive multi-craft material and labor cost estimates and prepare detailed work plans for complex maintenance, repair, and minor construction projects.

Duties

Participates in the performance of operations and maintenance (O&M) planning involving cost estimates for construction, maintenance, repair and upgrade of electrical systems. Planning may also involve infrastructure and utility systems. Participates in the performance of O&M projects Involving final planning and design for construction, maintenance, repair and upgrade of electrical systems for in-house accomplishment. Planning may also involve infrastructure and utility systems. Responsible for contract specifications, drawings and design of Civil Engineering Operations Flight contract projects. Responsible for conducting facility surveys on all base facilities: On e prescheduled basis survey of assigned base facilities to include electrical end utility systems. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • Must be self-motivated with a desire to complete assigned tasks in an exemplary manner while under little direct supervision.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic CONT'D
  • CONT'D short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Experience as journeyman level electrician is desired.
  • Background Investigation is required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the design and operating characteristics of electrical systems, and preferable to include security and fire alarms. Knowledge of electrical wiring and a variety of types of controls (electrical, electronic). Knowledge of supplies procedures, preferably the Civil Engineering Material Acquisition System {CEMAS). Knowledge of computers and various software such as Work lnformation Management System (WIMS), RS MEANS Data System, Microsoft Excel, Access, Word and Power Point is preferred Knowledge of Civil Engineering Operations in-house work centers. OR EDUCATION: Two full years of graduate education or a master's degree FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the design and operating characteristics of electrical systems and preferably to include security and fire alarms. Skill in reading schematics, blue prints end technical manuals. 2. Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, states, and local codes and regulations. 3. Knowledge of Civil Engineer's Operations' work centers and type of work performed. Knowledge of standard contracting regulations, practices, and procedures. Knowledge of Civil Engineer's computer automated systems and its Material Acquisition System (CEMAS). 4. Knowledge of health, safety, and environmental requirements es outlined in applicable standards, regulations, and/or technical orders. 5. Ability to analyze, interprets, and applies rules, regulations, and procedures in a variety of situations end recommends timely and economical solutions. Ability to plan and organize work and coordinate with other engineering disciplines. Ability to plan, conduct, and record site/facility surveys and inspections. 6. Ability to communicate effectively both orally and in writing and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
