The primary purpose of this position is a multi-skilled position that performs a wide range of duties in performing the more difficult and complex tasks of managing of construction/design of a wide range of projects, to include invitation for bid Indefinite Delivery Indefinite Quantity contracts, Simplified Acquisitions of Base Engineering Requirements in support of JSBA.

Duties

1. Prioritizes, coordinates, manages, approves, and oversees the preparations of the contract documents (Statements of Work, cost estimates and funds required) for IDIQ, SABER or standardized construction projects and subsequent job orders. 2. Serves as a Civil Engineering Technician with responsibility for managing and overseeing the development of designs, plans adn specifications for facility and infrastructure projects. 3. Performs or direct the review and evaluation of shop drawings, samples and material certifications submitted by the project contractor for the designer's approval/rejection/receipt. 4. Serves as technical consultant to and for the Base Civil Engineer and Base Commander for on base committees in areas of specialized responsibilities.

  • Work may require travel by military or commercial aircraft in the performance of temporary duty (TDY).
  • Mobility Augmentee Duties. Employee must be available to support mobility or Readiness Center (RC) operations in an exercise or contingency situation. Irregular shift/overtime may be required.
  • The incumbent of this position is required to submit an initial and annual OGE Form 450 (Financial Disclosure) IAW the Joint Ethics Regulation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions,to include the Individual Occupational Requirements (IOR) for the GS-0802 Engineering Technical Series. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Click here to view occupational requirements for this position. AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes an extensive practical knowledge of architectural and civil building and infrastructure system engineering methods, principles, and techniques, and the expert ability to apply this knowledge to very difficult and complex projects; comprehensive knowledge of the installation/command mission and organization; knowledge of engineering and contruction standards, methods, practices, and techniques, terminology, symbols, drawing standards, materials, limitations, cost estimating and equipment as the apply to facility, pavement and utility systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture. 2. Knowledge of engineering and construction standards, methods, practices, and techniques, materials and equipment to determine compliance with federal, state, and local codes and regulations. 3. Knowledge of standard contracting regulations, practices, and procedures as they apply to construction management. 4. Knowledge of automated data processing concepts, system capabilities, and economic usage of effectively accomplish assigned functions. 5. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 6. Ability to plan, conduct, and record site/facility surveys and inspections and to organize work and coordinate with other engineering disciplines. 7. Ability to communicate effectively both orally and in writing; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
