The position is in the Department of Veterans Affairs (VA), Office of Acquisition, Logistics and Construction (OALC). The office is responsible for directing departmentwide acquisition, contracting, contract administration and logistics. The office also oversees the planning, design, and construction, and facilities management of VA real property.
Duties
The incumbent serves as a Correspondence Analyst performing communications and correspondence management duties for OALC. Reviews incoming and outgoing communications for OALC: to include (but not limited to) written and traditional correspondence, electronic communications, draft legislation, protest, reports required by statutes or ad hoc basis, budget and financial reports, human resources management reports, white papers, briefings, and executive decision memoranda from the Office of Management and Budget, Senators, Congresspersons, Congressional Committees, Congressional Budget Office, professional organizations} Veterans' concerns, business owners, contractors, or other departments within VA. The correspondence also includes official personal correspondence written for the Principal Executive Director. Ensure that OALC VA Central Office (VACO) and field office correspondence is properly vetted.
For assigned actions, determines response action; ensures responses are fully responsive to the inquiry or the problem, are written in clear and concise language, are timely, complete, technically accurate, politically appropriate, and compliant with current VA policy. Analyzes and ensure appropriateness of support explanations or justification for actions taken or decisions made.
Conducts a technical review and analysis of executive communications directed to and from the office for completeness, format, and compliance with established policy. Ensures sensitive documents and correspondence receive careful handling. Monitors controlled correspondence and other time-sensitive matters assigned to the office by utilizing internal databases, and the Correspondence Management System. Reviews and updates reports daily. Conducts special weekly reviews relative to the development of new systems or processes to manage the flow of communications more efficiently through the office. These reviews are held weekly and chaired by the EXEC SEC office and then internal reviews are held with the subordinate office correspondence management analysts. Develops or updates organization's correspondence programs-policies. Consults with administrative and clerical personnel to develop solutions for technical or procedural issues in correspondence administration. Recommends solutions and develops procedures to implement recommendations.
Reviews control procedures for the system management ensuring standard correspondence and system procedures are followed and do not impede timely responses from the office, Develops the systems to control records on all incoming correspondence and action documents; for follow-up to assure timely action or reply; and for filing to enable easy retrieval of all documents and correspondence coming to the office. Manages the input of correspondence into the electronic document engagement system or other electronically controlled correspondence system all of which are complex in nature and ensures input at subordinate levels adhere to established plans and schedules. Develops new plans and schedules for correspondence tracking management for implementation to the OALC offices. Performs other related duties as required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024.
Time in Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-09 Qualifications:
Specialized Experience: To qualify for this position at the GS-09 level, applicants must have one year of specialized experience equivalent to the GS-07 grade level in the federal service, which demonstrates the ability to: Review and analyze correspondence for format, grammar, and compliance with policy. Assist in managing an electronic document tracking system such as VA Intranet Quorum (VAIQ).Draft responses to routine correspondence, ensuring accuracy and clarity. Coordinate with team members to ensure timely completion of assigned tasks.
OR
Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
OR
Combination: equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

GS-11 Qualifications:
Specialized Experience: To qualify for this position at the GS-11 level, applicants must have one year of specialized experience equivalent to the GS-09 grade level in the federal service, which demonstrates the ability to: Manage and monitor controlled correspondence for a large organization, ensuring timely responses. Conduct detailed reviews of executive-level communications for accuracy and compliance with policy. Analyze correspondence to determine response actions and draft comprehensive responses to inquiries from high-level stakeholders. Utilize document tracking systems like VAIQ to manage incoming and outgoing correspondence.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. in the related field of the position to be filled. (Transcripts Required).
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education in excess of the first two graduate years or 36 semester hours.

GS-12 Qualifications:
Specialized Experience: To qualify for this position at the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 grade level in the federal service, which demonstrates the ability to: Serve as a subject matter expert in correspondence management for an executive office, ensuring compliance with policy and best practices. Conduct technical reviews and analyses of correspondence for accuracy, completeness, and adherence to organizational standards. Develop and implement correspondence management policies and procedures. Act as a liaison for audits and reviews, ensuring accurate and timely responses to inquiries from oversight bodies such as the Office of Inspector General (OIG) or Government Accountability Office (GAO).Coordinate and lead the development of systems or processes to improve communications flow and efficiency.

Physical Requirements: The work is primarily sedentary and does not require a significant degree of physical exertion; although some work may require slight physical effort in retrieving and moving correspondence documents and/or packages throughout the office while filing or performing administrative activities and on occasion when walking and standing as it relates to attending meetings and conferences away from the work site.
