This position is part of the Facilities Management, Government Publishing Office in Washington, District of Columbia.

Duties

Overseeing the planning and coordination of all facility requirements to include work orders, and projects as outlined in the agency's Master Schedule. Reviewing the approved budget for project plans on the Master Schedule that often require modifications, additions for new equipment, site preparation, and service modifications while preventing waste and abuse in execution. Analyzing facility space utilization to ensure efficient operations; ensures that training and qualifications of contract personnel are appropriate for assigned tasks. Reading and interpreting paper or computer-based engineering drawings and schematic diagrams and uses automated systems to retrieve, maintain, and update documents and records. Working with the facilities staff to ensure proper forecasting and reporting of all regulatory requirements.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify
  • Certification Requirement: Must be able to obtain and maintain FAC-COR Level I Certification.

Qualifications

To qualify for the Facility Operations Specialist, PG - 1640 - 11 , you must meet the following requirements: For the Facility Operations Services Series 1640, qualifications can bet met by an Individual Occupational Requirement (IOR) or Specialized experience at the next lower grade level in that series: Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. or Experience Examples of qualifying specialized experience include: Manage and plan the coordination of all facility requirements and projects in the agency Master Schedule. Ensures appropriate standards and maintenance procedures are followed to support various functions, occupancy, technology, and requirements. Ensure the performance of primary and highly complex systems production areas, emergency power systems, complicated heating, and air conditioning requirements and fire suppression equipment that is critical to mission support. Serves as the COR for facility management issues; identifies deficient service from contractors, assesses the operational impact and initiates timely corrective action. Ensure budgeting principles, concepts, and practices to request and oversee budget requirements for maintenance, new construction, alterations projects, replacement of existing equipment. In addition to the above, you must possess one year of specialized experience equivalent to the PG-09 grade level or higher in the Federal Service that includes: SPECIALIZED EXPERIENCE: To qualify for the Facility Operations Specialist PG-11, applicants must possess one year of specialized experience equivalent to the PG-09 grade level in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (01/03/2025) to be considered.

Education

Substitution of education in lieu of specialized experience may not be used or this grade level.

Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
