About the Position: The incumbent will serve as the Chief for the Shoreline Management Section. The incumbent will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. The incumbent will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Duties

Serve as the Chief for the Shoreline Management Section. Implement the projects shoreline management program. Review and issue shoreline use permits. Recommends short and long range objectives for the shoreline management program to determine budget and personnel requirements for the program. Supports the conservation, preservation, restoration and use of all lake natural resources. Promotes resource management actions and plans that promote biodiversity and native species re-establishment. Provide a balance between public and private use of the lake’s shoreline. Analyze public needs, demands, carrying capacities, and resource capabilities. Provide clear guidance and expectations to subordinate staff. Conduct public relations duties. Provide resolution to conflicts with public such as, complaints, permit issues, and interpretation of rules, regulations, and policies. Coordinate with Federal, State, and other outside agencies to promote acceptance and compliance with established policies and procedures. Attend civic and public meetings and hearings to speak or participate in discussion of problems and to promote mutual understanding and coordination of the overall shoreline management program. Plan work to be accomplished by subordinates. Conduct interviews, recommend selections, promotions, reassignments. Ensure reasonable equity for performance standards and rating of subordinates. Execute the full range of administrative and supervisory duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent to obtain CPR/First Aid certification within 6 months of appointment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent obtain a USACE boat operator’s license within one year of appointment.
  • This position requires the incumbent to obtain Visitor Assistance for Natural Resource Management Citation Authority within one year of appointment.
  • This position may require the incumbent to work in all types of weather, including inclement weather.
  • This position may require the incumbent to work outside of regular duty hours such as evenings, nights, weekends, or holidays.
  • This position may require the incumbent to use appropriate Personal Protective Equipment.
  • Temporary duty travel of up to 15% may be required.

Basic Requirement for the Supervisory Natural Resources Specialist Position: Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Requirements for the Supervisory Natural Resource Specialist: Specialized Experience: One year of specialized experience which includes: 1) Implementing all aspects of a shoreline management program. 2) Proficiency in the use of computerized database systems; 3) Resolving most complaints and problems requiring the assistance of supervisor only for the most complex complaints or problems; 4) Managing natural resources; and 5) performing visitor assistance duties. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipNatural Resource ManagementProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
