The position serves as the subject matter expert and technical authority for care and payment delivery model data and analytics for the Veterans Health Administration (VHA) Center for Care and Payment Innovation (CCPI). VHA CCPI resides under the Office of Healthcare Innovation and Learning (OHIL), a core office of the Discovery, Education, and Affiliate Networks (DEAN).
Duties
Delivers technical input, analysis and recommendations to top level leadership on CCPI pilot proposals and ongoing initiatives and provides critical, impartial insight on potential or realized impact and performance.
Forges and leads collaborations and workstreams with both internal and external groups focused on performance measurement, data management, evaluation, etc. in support of CCPI pilots and operations
Provides business intelligence to inform the selection, design, and implementation of CCPI initiatives. Leads data analysis, mining, and reporting on proposed and ongoing CCPI pilots..
Oversees evaluation and measurement of pilots and value-based care models to capture impact, return on investment, cost savings, patient experience, clinical quality and safety data.
Produces analytical reports and studies that are made available to a wide variety of stakeholders, including oversight bodies and executive leadership.
Develops, implements, and operates a robust data infrastructure, including selection of optimal tooling, and provides guidance to CCPI Executive Director around acquisition of resources that support the technical and analytical aspects of CCPI operations, initiatives, and/or pilots.
Leads data modelling and architecture efforts to ensure pilot data and analytics requirements can be met.
Produces information and evaluates/analyzes, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Develops policy management briefings, reports, recommendations and plans to senior executives from federal agencies, senior VA and VHA management officials, oversight committees, congressional staff, and diverse public audiences within and outside the healthcare industry.
Manages assigned technical and analytical projects and initiatives, ensuring timelines and milestones are adequately set, communicated, understood, tracked to, and delivered upon.
Monitors end user satisfaction to drive enhancements and increase performance. Responds to user feedback mechanisms.
Travels as needed to perform the regular and recurring work of the position.
Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

All applicants MUST meet the following Individual Occupational Requirements:
Undergraduate and Graduate Education (Transcript Required): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Individual Occupational Requirements, you MUST also meet the specialized experience requirements.
GS14 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Health System Specialist, GS-0671-14 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-13 level in Federal service to qualify at the GS-14.
Examples of specialized experience would typically include, but are not limited to:
1. Produces information and evaluates/analyzes, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
2. Leads teams and/or workgroups focused on data, informatics, and related efforts.
3. Produces analyses reports, briefings and/or studies using relevant VA data (e.g. access metrics, patient experience ratings, clinical quality data, etc.) that are made available to a wide variety of constituents, including leadership, oversight bodies and external stakeholders.
4. Manages technical and/or analytical projects and initiatives, ensuring timelines and milestones are adequately set, communicated, understood, tracked to, and delivered upon.
5. Independently evaluates information and makes recommendations for effective organizational changes, explaining facts and ideas in a clear and convincing manner.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
