Duties

PRIMARY PURPOSE: To serve as the Antiterrorism (AT) Operations Specialist for Homeland Defense, Force Protection (FP), and Mission Assurance (MA). Responsibilities include integrating and synchronizing operational program efforts across directorates to include Joint Force Commands, the Service Components, other DoD agencies, and when necessary, the Department of State, Department of Homeland Security (DHS) and State and local organizations throughout the USNORTHCOM area of responsibility (AOR) by procuring, collating and providing commanders, AT program managers and decision-makers access to current terrorism threat analysis, best practices and emerging terrorism security issues. DUTIES: Develops and provides operational and strategic antiterrorism/force protection guidance for the USNORTHCOM Homeland Defense and Protection Division. Represents the Antiterrorism/Force Protection Section with a variety of DoD, Interagency and functional area organizations. Monitor US Forces & DoD Agencies AT preparedness and terrorist activities and provide analytic products to the Chief, Force Protection Branch. Serves as the primary Antiterrorism Operations Specialist. Serves as the Plans, Policies, Training and Exercise Analyst for the Homeland Defense and Protection Division. Serves as the resource advisor regarding Antiterrorism/Force Protection issues within the USNORTHCOM AOR.

  • Previous interagency experience with Federal Law Enforcement, Security Agencies, or counterterrorism / antiterrorism organizations highly desirable.
  • Previous JCS/Service/GEOCOCOM-level experience is highly desirable.
  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
  • The employee may be required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments.
  • The employee may be required to participate in non-traditional work schedules involving participation in 12-hour shift operations, or otherwise work beyond, or outside of traditional hours.
  • Duty hours may vary, and overtime may be required. May be required to work holidays, weekends, and non-standard hours to support military operations.
  • Shift work is a mandatory requirement for this position.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): This position is designated by the Air force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, Future Planning Cell, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge and understanding of strategic, operational, and tactical concepts, principles, and processes in all dimensions of combating terrorism, force protection, antiterrorism, mission assurance operations in order to provide operational guidance and interpretation to subordinate units and interagency departments, and identify and propose solutions to critical, highly complex, and often unprecedented problems and situations; expert knowledge and practical experience in the application of DoD antiterrorism/force protection programs at the strategic and operational level of command, as well as a comprehensive understanding of GEOCOCOM, Functional COCOM and Service antiterrorism/force protection programs and methodologies and the development and implementation of new and innovative, AT/FP approaches, policies, practices, goals and objectives; knowledge in DOD and Interagency integration and synchronization efforts across the full spectrum of AT/FP operations; knowledge of DOD AT/FP, Counterterrorism, and Counter Intelligence (CI) operations and tactics as demonstrated by education or practical experience and work history; mastery of operations and intelligence fusion to analyze data in order to identify terrorist precursor activities and recommend specific TTP to mitigate the threat; expert knowledge of the tactical control (TACON) for Force Protection command and control structure, missions, programs, and command and control relationships plus a thorough knowledge of antiterrorism/force protection tactics, techniques and procedures and practical experience and the application of these TTP to counter threats in order to develop force protection condition (FPCON) recommendations for the AOR; thorough knowledge of military antiterrorism doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; national intelligence organizations, federal law enforcement organizations emergency organizations, other pertinent interagency organizations, such as Department of Homeland Security; and knowledge of DOD AT/FP, Counterterrorism, and Counter Intelligence (CI) operations and tactics as demonstrated by education or practical experience and work history. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative program analysis methods and techniques to issues or studies concerning the effectiveness and efficiency of program operations carried out by administrative or professional, and administrative support functions. Knowledge of Antiterrorism staffing actions at OSD, the Joint Staff or Unified Command level, protocol, and communication/automation architecture matrixes. Knowledgeable of combatant command contingency plans (i.e. COCOM) the National Response Framework, the National Incident Management System, and National Planning scenarios. Knowledge of safety and security regulations, practices, and procedures. Skill in interpersonal relations, leadership methods and techniques, and building effective teams. Skill in oral and written communication methods and techniques at various levels and venues. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to integrate and synchronize the activities of multiple agencies and departments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
