The primary purpose of this position is to serve as the Director of the Command Protocol Directorate at North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM), with the full scope of responsibility for managing the activities of the directorate.
Duties
Serves as the Director of the Command Protocol (CP) Directorate at a NORAD and USNORTHCOM, planning, organizing, and managing the activities of the directorate.
Formulates Command Protocol policy, strategic goals, objectives, and programs for NORAD and USNORTHCOM.
Represents the Command Protocol Directorate with a variety of command and functional area organizations.
Provides recommendations and guidance to the Commander of NORAD and USNORTHCOM regarding the use of Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) funds.
Exercises supervisory personnel management responsibilities.

- Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays.
- Employee will be required to attend periodic Command and/or civil-related social functions and related events after normal duty hours.
- Employee is required to file and submit an initial and annual Confidential Financial Disclosure (OGE FM 450) report in the electronic Financial Disclosure Management (FDM) system in accordance with DoD 5500.07-R, Joint Ethics Regulation.

- Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY).
- This position is designated by the Air Force as a Test Designated Position under the Air Force Civilian Drug Testing Program. The incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
- Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.
- A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.
- This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. Applicants for positions designated as “Key” positions who do not agree to this condition shall not be extended an offer of employment.
- This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include directing, designing and overseeing protocol programs, events planning, and executive services; maintaining expert knowledge of national and international rules, procedures and policies prescribing traditional and diplomatic customs, courtesies, and etiquette to advise, analyze, evaluate, and provide solutions to complex and highly sensitive issues across divergent cultural backgrounds; providing leadership and efficient, effective management of social and protocol operations; conducting continuous analysis of the protocol program for the purpose of developing and applying new and/or enhanced approaches to highly complex initiatives; overseeing official functions and identifying and resolving controversial or problematic situations/issues with tact and diplomacy; establishing and maintaining effective and cooperative work relationships with representatives of military, civilian and foreign organizations; making oral presentations and conducting meetings within various levels of the Command; and directing subordinate staff and guiding, motivating and overseeing personnel.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military command protocol functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
Knowledge of diverse cultural, religious, ethnic and national backgrounds and ability to apply knowledge to host distinguished visitors and influential groups from the U.S. and foreign governments.
Knowledge and skill in applying funding references at a higher-level headquarters.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
