The primary purpose of this position is to To serve as the Senior Missile Defense Advisor to the United States Northern Command Commander and USNORTHCOM Director of Operations. Command representative at all missile defense enterprise informational exchanges with top senior leaders and staff officers from Joint Staff, other Combatant Commands and National Guard Bureau.
Duties
Serves as the command Senior Missile Defense Advisor.
Serves as a consultant and technical expert in applying advanced technological concepts to develop or sustain missile defense systems.
Works with the Division Chief in planning, organizing, and overseeing the activities of the Division.
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
Serves as the Directorate and Command Missile Defense Representative across the missile defense enterprise.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
- This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center.
- This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization.
- IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency.
- This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations.
- Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
- Employee may be required to work non-traditional duty hours and/or be “on call” after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice.
- In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
- This position is eligible for situational telework, which is separate and distinct from the employee’s eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program.
Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of the regulations, policies, and practices of the formal DOD and Services capabilities development and the MDA rapid acquisition processes to formulate and direct USNORTHCOM policies, plans, procedures, processes, training programs, and initiatives. Knowledge is required to identify, document, validate, and approve critical operational capabilities required for the USNORTHCOM homeland defense mission and to properly equip operational military forces, often in the absence of official policy or precedence. Master level knowledge of Joint Capabilities Integration and Development System (JCIDS) process that produces fiscally responsible investment strategy roadmaps. Must be able to autonomously develop technical determinations, courses of action, and independently pursue resolution of technical problems in homeland missile defense capability and strategic planning for the DOD in an environment containing uncertainties involving the legislation, authorities, and scope of homeland defense resulting from intense Congressional, media, and public interest.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to geopolitical implications, the national security landscape, military strategy, missile defense operations, systems, and technology, including complex engineering principles.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and national defense organizations to provide command level staff guidance and/or independently analyze and assess operational requirements in an environment of uncertainty, which have the potential for political and public controversy.
3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
6. Ability to negotiate, defend ideas, persuade others, gain cooperation, propose solutions, take calculated risks, and make difficult decisions when necessary to accomplish goals and objectives.
7. Ability to analyze and interpret large amounts of data, draw conclusions, make informed decisions, and develop innovative solutions to complex challenges.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
