The primary purpose of this position is to provide expert experience-based mentoring, teaching, training, advice, and recommendations to SpOC senior leaders to improve training, exercises, operations and help oversee special projects that improve combat readiness.
Duties
The HQE will provide expert experience-based mentoring, teaching, training, advice, and recommendations to SpOC senior leaders to improve training, exercises, operations and help oversee special projects that improve combat readiness. The HQE will identify and implement timely solutions to operational and administrative hurdles hindering Space Force Generation (SPAFORGEN) readiness improvements, frequently coordinating efforts with Headquarters U.S. Space Force, other field commands, as well as external governmental organizations and agencies. The HQE will assist the Commander in developing and implementing a new strategic design for SpOC to improve the posture of the command for Great Power Competition. The HQE will align training and exercise events with U.S. Space Command's Joint Space Operations Plan (JSOP). The HQE will form and direct planning teams as necessary to address specific planning requirements that facilitate the delivery and defense of space capabilities to close kill chains and negate adversary counterspace campaigns.

- Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
- Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
- Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
- Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
- Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.
Qualifications
Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
HQEs contribute in a variety of occupational fields, such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics.
HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments.
HQEs serve at the pleasure of the Appointing Official and may be terminated at any time. When practicable, they should be given no less than 3-days' advance notice. Additional requirements include: executive-level experience in IT/ET architecture concepts and program management to include emerging technologies not currently in use within the DoD; a high level of personal initiative, creative problem solving skills, and innovative thought; and the ability to present and defend independent positions at the highest levels of government
Education
Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
