This position is located in the Office of the Executive Director, Bureau of Educational and Cultural Affairs (ECA/EX). The incumbent will advise, advocate and clear all strategic policy initiatives/paper with accessibility equities related to participants, beneficiaries, and others involved in the implementation of ECA programs.
Duties
Develops sound, coordinated and timely recommendations to leadership on ECA accessibility policies and programs.
Conducts in-depth research studies to validate existing policies and recommends implementing changes or new policy or guidance.
Leads and/or participates in the planning and development of intra-Bureau, inter-bureau and interagency policy memos, papers, and other documents.
Compiles, coordinates and publishes reports and data calls to internal stakeholders on accessibility topics.
Conducts program needs assessments and develop creative learning and development programs to address areas in need of change.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying a clearance process for high-level documents such as policy memos, congressional, and program related documents.
Experience making recommendations to leadership on accessibility processes and programs.
Experience conducting in-depth research to validate/recommend policy changes.
Experience leading/participating in the development of regulations, policy papers, regulatory documents, information collections, and briefing papers.
There is no substitute of education for specialized experience for the GS-14 position.
