Duties
You will serve as the Contract Fraud Assessment, Command Evaluation/Reviews and Audit Liaison (CERAL) Director.
You will manage a team responsible for planning and executing, assessments of contracts and contract-related programs, and processes involving potential fraud, waste, abuse and mismanagement or organizational risks and vulnerabilities.
You will supervise a team and provide guidance and direction to field activity personnel conducting Target Inspections, Investigative Support, Contract Vulnerability Assessments, and Audit Liaison functions.
You will ensure all inspections and Contract Vulnerability Assessments meet Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation.
You will prepare and review reports of Targeted Inspections, Contract Vulnerability Assessments and Investigative Support ensuring reports are complete, accurate, and supported by appropriate evidence.
You will evaluate direct employees and field activity Inspector General (IG) work performance and program metrics.
You will prioritize inspector's work assignments to meet mission requirements.
You will develop policies and procedures that promote economy and efficiency in NAVSEA IG operations, and ensure compliance with DOD, DON, and NAVSEA inspection/assessment/investigate support/audit liaison processes, procedures, and milestones.
You will train and develop NAVSEA IG personnel on Targeted Inspection policies and procedures.
You will increase NAVSEA enterprise awareness of fraud schemes, indicators, and mitigation strategies through outreach initiatives and training.
You will inspect Targeted Inspection Programs at NAVSEA IG field activities to confirm programmatic compliance.
You will communicate both verbally and in writing with senior military and civilian personnel within NAVSEA and its field activities, Navy activities, DoD, and other federal agencies on inspections, audits, and other IG matters.
You will lead a team and oversee the tracking and reporting the audit findings and recommendation implementation status to ensure the NAVSEA Enterprise completes corrective actions timely.
You will evaluate the adequacy of the NAVSEA enterprises’ corrective actions for findings and recommendations from external audits.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector overseeing, planning, or executing complex audits or inspections to detect and prevent fraud, waste, abuse, and mismanagement within an organization.
