You will serve as a SUPERVISORY INSPECTOR/INVESTIGATOR/ANALYST in the Hotlines and Investigations Division of the OFFICE OF THE NAVSEA INSPECTOR GENERAL of NAVAL SEA SYSTEMS COMMAND HQ.

Duties

You will supervise and assess the performance of a team of investigators and analysts in the execution of the NAVSEA Hotline and Investigations program. You will allocate resources, prioritize work assignments set priorities and deadlines and ensure the timely completion of satisfactory work. You will conduct inquiries and investigations as the NAVSEA Inspector General representative either individually or as part of a team, as requested. You will review and inspect subordinate NAVSEA field activity Hotline Program to ensure quality, timeliness, completeness, and conformance to investigative techniques/standards and DOD, DON and Federal policies and procedures. You will maintain and assess NAVSEA Hotline program requirements and performance, develop and implement policies and procedures, identify improvement areas, and recommend change. You will establish program goals and objectives to ensure they are current, realistic, and aligned with the NAVSEA, NAVSEA IG and Navy IG mission and strategic goals. You will supervise, monitor and review the investigative work of subordinates. You will oversee the NAVSEA's complaint intake, analysis and case management process to include final disposition and resulting investigations of fraud, waste, abuse, mismanagement and Military Whistleblower Reprisal (MWBR) as applicable. You will oversee related improprieties in response to complaints made to the GAO, DoD IG, Navy IG, or NAVSEA hotlines or to members of Congress. You will serve as principal advisor on NAVSEA Inspector General investigative issues, solve a wide array of management-related issues, and provide technical advice, follow-up, and feedback to the NAVSEA IG, Echelon III and below commands.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector conducting investigations of waste, fraud, abuse, or mismanagement of prescribed resources (e.g., payroll fraud, travel fraud, material substitution, personnel management, waste, procurement, contracting issues, standards of conduct violations, etc.) to ensure enforcement and compliance with established directives, regulations, laws, and operational standards.
