The employee serves as a Medical Administrative Specialist for the Patient Services section of the Business Service Line with supervisory responsibility for the administrative staff in the Health Benefits Administration (HBA) and for the Medical Administrative Specialists (MAS) also known as Administrative Officers on Duty (AODs). This position is located in Togus, Maine.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The services provided are technical & clerical in nature. Included in the Health Benefits Administration (HBA) section is eligibility and enrollment, beneficiary travel, Decedent Affairs, Admissions, Medical Lodger Program and Veteran ID cards. Medical Administrative Specialists are on duty during Weekend, holiday, evening, and night hours and act as Administrative Officers of the Day - making administrative decisions on behalf of the Center Director. This position also serves as the facility Enrollment Coordinator and reports directly to the Chief, Business Service Line.
Duties include but may not be limited to:
Provide oversight and direction for a health administration office to include areas such as admissions, eligibility determination, beneficiary travel reimbursement, decedent affairs, medical lodger program, and ID cards.
Supervise, plan, and evaluate the work of subordinates and identify training needs.
Conduct staffing analysis and make staffing recommendation to leadership.
Establish work processes and procedures for work assignments as staffing and workload dictates.
Prepare regular and irregular tours of duty schedules to ensure the workflow continues without interruption.
Provide technical guidance and interpret policies, directives, and laws for staff, patients, customers, and others via telephone, face to face, and in written correspondence.
Collect, review and analyze data to create reports for
Research information, collect, review and analyze data to create reports for the Business Service Line.
Prepare responses to congressional inquiries that relate to the activities of the section.
Complete various reports, audits and surveys.
Develop new policies, operating procedures, and uses own judgment to attain objectives not covered by VA policy and directives.
Receive and investigate patient complaints and incidents, and assures that corrective action, if necessary, is taken and documented.
Perform other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm. However, hours may vary based on needs. Schedule will be discussed during the interview process.

To qualify for this position at the GS-09 level, applicant(s) must meet one of the following qualifications:
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience equivalent to the next lower grade level (GS-7) in Federal service that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes utilizing basic knowledge of medical center/healthcare facility functions and programs; providing administrative guidance to staff; collecting, reviewing and interpreting data to create reports; communicating with internal and external stakeholders via telephone, personal meetings and in written correspondence; and planning, leading or overseeing the work of others. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires a master's or equivalent degree OR 2 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): An equivalentcombination of specialized experience and education as described above. Only graduate education in excess of 1 year may be used. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
To qualify for this position at the GS-11 level, applicant(s) must meet one of the following qualifications:

Specialized experience includes providing operational oversight and directing medical administration programs in a medical center/healthcare facility; collecting, reviewing and interpreting data to create reports; communicating with internal and external stakeholders via telephone, personal meetings, and in written correspondence to provide technical guidance to meet legal and administrative requirements related to the care and treatment of patients; interpreting policies, directives, and laws; supervising and evaluating the work of subordinates; and making improvement recommendations to leadership.
