The Medical Administration Officer serves as the Chief, Medical Administration Service for the VA Maine Healthcare System located at the Augusta Maine location. The Chief, Medical Administration Service provides oversight to the following programs and reports to the Associate Med Center Director: Medical Center, Acute Care, Community Living Center, Community Based Outpatient Clinics (CBOC), Satellite Clinics, covering the entire state of Maine. This position is a full-time at 40 hours per week

Duties

Duties include but are not limited to: Provides Advice, Guidance, and Oversight for Health Administration Programs. Planning, directing, coordinating, operations, and evaluating all health administrative functions such as: Health Information Management functions (documentation, coding, transcription, release of information) Records Management, Veterans Transportation Program, Ambulatory Care Processes (scheduling, eligibility and enrollment, beneficiary travel, patient transfers), Ward Administration, Administrative Officers of the Day, and the Application Coordinator functions for inpatient and outpatient workload credit, clinic set-up, waiting list management, and Advanced Clinic Access management. Performs Administrative functions relating to the management of personal funds such as: Approval of expenditure and withdrawals; selection, procurement, and purchases. Participates in strategic planning initiatives. Providing managerial oversight with a full range of supervisory responsibilities for subordinate supervisors and staff, and related Business Office Service functions including recruitment of staff, policy development, directing/reviewing the work of subordinate employees, employee training/development, evaluating work, employee performance and budget development and management. Responsible for keeping staff informed of management goals, objectives and other vital information pertaining to the VA NEHS and the Togus VAMC. Plans and coordinates work assignments and flow to ensure that coverage in all areas is provided and adequate cross training of staff for backup occurs. Monitors processes to ensure that problems are identified and resolved expeditiously. Ensures that staff adheres to full implementation of all directives and policies. Leads in administering programs concerning such matters as equal employment opportunity, merit promotion, labor management relations, and position management. Provides effective leadership in promoting aggressive management action to prevent the unnecessary escalation of employee management disputes to formal discrimination complaints. Assures the Business Office operations are consistent with VISN and national requirements, mission, and accepted VA organization recommendations. Assures compliance with VA regulations, directives, and procedures. Maintains personal contact with members of service organizations, congressional staffs, accrediting agencies, public health officials, local government officials, other community health care officials, and members of the community at large. Communicate accurately and effectively both orally and in writing, using strong interpersonal skills when interacting with many different types of people including staff, volunteers, private sector representatives, and veterans is essential. Ability to extract and analyze data, create reports through national data systems such as VSSC. Researches, analyzes, and authors a wide variety of reports, studies or correspondence that may include but are not limited to Congressional inquiries, special topic studies, marketing/outreach efforts, revenue generation opportunities or other issues as they evolve. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Selectee required to serve one year supervisory/managerial probationary period.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, directing, budgeting and managing the integration of administrative systems. Providing managerial oversight with a full range of supervisory responsibilities for subordinate supervisors and staff, and related Business Office Service functions including recruitment of staff, policy development, directing/reviewing the work of subordinate employees, employee training/development, evaluating work, employee performance and budget development and management. Responsible for the formulation and implementation of services related to coding, medical records management, Clinical Documentation Improvement, VERA, Data Validation, Records Management, release of information, Heath Insurance Portability and Accountability Act (HIPAA), transcription, legal medical record processing and other items related to medical records. Experience with business practices that support patient care and delivery of health benefits. Establish and maintain effective working relationships with individuals and groups with divergent backgrounds. Skills in the use of administrative processes, policy/directives and regulations associated with the delivery of Health Benefit Programs. Manage and supervise, i.e., plan, organize, delegate, direct, control and review the activities of subordinates. Skill and experience communicating effectively both orally and in writing with internal and external groups and individuals to prepare concise reports, professional reviews and evaluation and correspondence in a clear and concise manner. Monitors processes to ensure that problems are identified and resolved expeditiously. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in an office or similar setting involving everyday risks or discomforts, which require normal safety precautions. Most of the work is sedentary but considerable walking and travel is necessary to oversee activities throughout the Health Administration Service. Travel includes periodic travel to the Network Office or other medical centers for meetings, training, and programs activities. Work Conditions: Work is performed in a medical center (integrated healthcare delivery environment) and involves regular and recurring rises of exposure to contagious disease, noise and heat and humidity.
