This position is located at the Togus VA Medical Center in Togus, ME. The Voluntary Services Officer is responsible for planning and leading all philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes.
Duties

Duties include, but are not limited to the following:
Plans and leads all philanthropic activities and programs within widely dispersed locations;
Exercises final authority for the full range of personnel actions;
Oversees the organization's funds and in-kind development activities;
Prepares an annual operating budget;
Establishes performance measures;
Coordinates and supervises event personnel, contract development and negotiation, budget execution, transportation, venue, equipment, promotional materials, and guests/speaker invitations;
Develops performance standards and evaluates work performance;
Hears and resolves minor complaints from employees;
Recommends appointments, promotions, and reassignments;
Maintains significant and expansive supervisory responsibility for every registered volunteer;
Designs and develops each volunteer role;
Develops short and long-term strategic and operational planning;
Serves as a strategic advisor to executive leadership for the utilization of community resources;
Develops campaigns and other brand-management activities to highlight the community's active involvement and advocacy for Veterans; and
Performs other duties as assigned
Work Schedule: Monday-Friday; 8:00am-4:30pm

Qualifications
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Voluntary Services Officer. Qualifying specialized experience includes planning, scheduling, executing special events involving community leaders, staff and visitors; developing and proposing policies and innovative programs governing voluntary services; managing general post fund accounts and other financial accounts; representing a volunteer program on speaking engagements before service, fraternal, and civic organizations; and making presentations for diverse audiences and varying sizes from small meetings to large conferences.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold).
Work is typically performed in an adequately lighted and climate-controlled office. Requires occasional travel, local and national; movement between worksites include outpatient clinics, VBA regional offices, or national cemeteries.
