The Department of Technology Services Enterprise Project Services Division (EPSD) provides support to the Associate Director for Technology Services/Chief Information Officer and the Chief of Staff in providing oversight and management for the administrative functions of the judiciary's national information technology (IT) program, and oversight on project and portfolio management of IT projects.
Duties
The Division's work includes developing judiciary-wide project management policies, standards, training, and tools to ensure the implementation of cost-effective and well-managed national IT projects. The execution of an effective project and portfolio management function is critical for the AO's success in satisfying the goals and objectives of the IT Modernization and Cybersecurity Strategy.
The Technical Portfolio Management Analyst will help increase Technical Portfolio Management awareness and education across the Judiciary. They will bring prior experience within an engineering and/or cybersecurity environment in technical program and/or portfolio management. They will champion the creation of strategic technical portfolio management playbooks and standards for consistent portfolio service delivery. They will also collaborate with the Enterprise Architecture and Cybersecurity Management Boards, Strategic Portfolio Management Branch, and the Resource Management staff to define technical requirements for a strategic portfolio management tool and streamline portfolio intake, planning and prioritization, and risk management methodologies and frameworks.
Duties of the position include, but are not limited to:
Establishing technical portfolio management metrics that measure outcomes, investment impact, performance, change management, and strategic objectives.
Defining technical portfolio management capabilities that will support future investment decisions and minimize risk and redundancy.
Providing information analysis and the ability to work with large volumes of data in an organized and systematic approach.
Overseeing technical portfolio management dashboard reporting of metrics, objectives, and key results for monthly program reviews.
Championing the creation of strategic technical portfolio management playbooks and standards for consistent portfolio service delivery.
Analyzing technical investment performance of the portfolios against strategic goals, objectives, and key results in partnership with IT and business partners, and Enterprise Architecture and Cybersecurity Management Boards.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience leveraging your knowledge of technical strategic principles, enterprise and/or business architecture, technical portfolio strategic plans, and engineering and/or cybersecurity best practices.
