This position provdies program direction, development and evaluation of grant programs, regulatory development, legislative proposals and technical assistance to the Homelessness Program Office (HPO), VA Central Office.
Duties
Provides consultation to the Director GPD and GPD National Program office regarding legislation or other impacts to the program.
Writes complex documents of a highly technical nature related to issues that may require significant research and analysis, including collaboration with other offices.
Develops responses for VA related to proposed legislation, noting impacts and VA's position and providing estimated costs (Cost and Views).
Responsible for developing regulations to meet the changing needs of the program or in response to laws that relate to the program.
Analyzes policy and develops options and recommendations for new or revised policies and procedures.
Drafts "Notices of Funding Availability" (NOFA) which are published in Grant.gov and detail requirements for potential applicants seeking grant funding from VA/GPD program.
Provides technical assistance to applicants seeking funding during a NOFA; provides consultation via email, through the development of technical assistance materials, and over thephone as training opportunities.
Primary contact collaborating with VA OGC, Regulations Development, and the Grants Policy offices to analyze and resolve complex issues formulating viable solutions to grant-related issues. This work may involve technical conversations or written products.
Ensure that GPD directives, program practices, regulations or proposed program changes conform with the Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (2 CFR Part 200).
Develops, revises, and advises on GPD procedures associated with the Veterans Administration Records Control Systems requirements.
Responds to inquiries about the GPD program from congressional staff, VA staff, GPD programs, potential grant offices, Veterans, and other stakeholders
Provides presentations to GPD programs, VA staff and other stakeholders related to the operations of GPD, Notices of Funding Availability or other technical aspects of the program.
Work Schedule: 8:00 am - 4:30 pm, Monday - Friday
Compressed/Flexible: May be available at management's discretion.
Telework: Available (applicant is required on site 50% of work schedule per pay period).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2025.
Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.

Physical Requirements: The work is primarily sedentary (office work) with some light lifting, bending. stooping in the normal course of the workday.
