This Program Analyst position is in Associate Director of Nursing and Patient Care Services at the VA Providence Healthcare Systems, located at the Providence location. This position is a full-time at 40 hours per week.
Duties
The Program Analyst position provides support as needed and coordinates with other programs within the Associate Director for Nursing and Patient Care Services service line. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies. Duties of the position are but are not limited to:
Uses qualitative and quantitative statistical data analysis techniques to analyze data and make recommendations to management.
Reviews findings and works to develop long term plans for management including strategic planning initiatives.
Compiles, analyzes, and tracks data related to a vast array of clinical and administrative operations as they correlate with service line measures including nurse sensitive indicators.
Provides data support as needed for individual needs, committees, performance improvement work, facility performance measures, and patient safety projects.
Extracts and analyzes data that supports improvement work in order to support the Associate Director for Nursing and Patient Care Services and the Executive Leadership Team.
Works in collaboration with key stakeholders to coach, mentor and as needed provide teambuilding support to staff of various organizational levels in relation to performance improvement, clinical, and administrative activities.
Coordinates and works with stakeholders in other departments and areas of the hospital. Participates in facility level committees and compiles meeting minutes as assigned.
Provides leadership and expertise on the policies pertinent to the Associate Director for Nursing and Patient Care Service Line policies, providing education and mentoring as needed to Service Line Leaders and their Administrative Officers.
Maintains the service line policies and tracks all assigned policies through the review and implementation processes in conjunction with the service clinical resource nurses.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: The work schedule will be determined on the needs of the Medical Center. VA Providence Healthcare Systems in an acute care facility operating 24 hours a day, 7 days a week. While most tours of duty are scheduled during the day, the possibility of working evenings, nights and weekends does exist. Shift changes will be considered on the patient and facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09 (Developmental Level)
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes data against the current guidelines and makes recommendations for changes; Assess productivity and present analysis; Recommends resolution for complex issues to management; and, Improves productivity, effectiveness and efficiency of program operations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate.
GS-11 (Full Performance Level)
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulates and maintains a budget encompassing orders of supplies, equipment, and contract services; Creates Medical Center Memo's, committee agenda and minutes, directives and standard operating procedures; Adapts analytical techniques and evaluates criteria in measuring program effectiveness and productivity; Applies a wide range of practices, theories and information in health care delivery informatics, and applications; Uses a variety of automated and software systems that affect clinical practice. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related(transcripts required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate .
