The incumbent is assigned to the Integrated Disability Evaluation System (IDES), Disability Rating Activity Site (DRAS). The primary purpose of this position is to provide objectively based information and associated recommendations to DRAS division leadership to inform decisions on all aspects of IDES organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.

Duties

Develops recommendations for program officials and supervisors that are complete and accepted by operating components. Coordinates directly with Compensation Service to analyze impacts of national-level changes (e.g., regulation changes). Examines and evaluates operations in meeting established goals and objectives. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in meetings with management and staff to identify potential problem areas. Ensures that managers have the necessary information to communicate changes and their impact to staff. Develops and implements business line policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable federal laws and regulations. Establishes study methods and techniques to be utilized in substantive program studies and audits. Uses VA data streams to create complex Tableau dashboards to provide recommendations to division leadership. Performs other duties, as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,08/09/2024. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-9 position you must have served 52 weeks at GS-7. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50. Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. AND Specialized Experience:GS-9: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience applying analytical and evaluative techniques, and using regulations, policies and precedents to conduct detailed analysis of issues, work functions, or work processes. OR Education GS-9: A master's or equivalent graduate degree (such as an LL.B. or J.D.) from an accredited college or university, or two full years (36 semester hours) of progressively higher-level graduate education leading to such a degree may be substituted for experience at the GS-09. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. Note: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. OR Education Combination GS-9: Applicants may substitute a combination of graduate education and specialized experience to qualify for the position at the GS-9 grade level. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Note: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
